PUBLIC HEARING
AND
REGULAR COUNCIL MEETING MINUTES
APRIL 5, 2010
5:30PM
Mayor Pro Tem Bill Loerop opened the public hearing at 5:30pm to take public comment on the proposed 2010/2011 budget. There was no comment from the public. Ald. Roels moved, seconded by Ald. Dykstra to close the public hearing. Roll call vote/all yes/motion carried. The public hearing was closed at 5:31pm.
The Mayor Pro Tem called the regular council meeting to order and directed the clerk to call the roll. On roll call, Aldermen Charles Dykstra, Gene Field, Merle Sterenberg, Charlie Letcher, Wes Letcher, Bill Loerop, and Ron Roels answered present. Mayor Larry Russell and Alderman Warren Juist were absent. Also in attendance were Randy Balk - City Administrator, Bill Shirk - City Attorney and Jim Rhoades, Chief of Police.
Ald. Sterenberg moved, seconded by Ald. C. Letcher to approve the March 15, 2010 regular council meeting minutes, the March 20, 2010 budget workshop meeting minutes and the March 31, 2010 special meeting minutes. Roll call vote/all yes/motion carried.
Ald. Field moved, seconded by Ald. Dykstra to approve the Dutch Days street closures as requested and to allow photos of the Aldermen to be put into a picture of the Dutch Masters via a computer program. Roll call vote/all yes/motion carried. This request was made to the council by Barbara Mask.
Ald. C. Letcher moved, seconded by Ald. Field to approve the 2010/2011 fiscal year budget with the reverse of two line item amounts to $1,000 for the council special projects line item (01-11-914) and $2,000 for travel/training expenses (01-11-962). Roll call vote/all yes/motion carried.
The council will review the budget in July. By that time, there may have been fixed asset sales. The lien is off the land in the city's industrial park and could sell. The council would like to hold off on the capital expenses of a police car and the restrooms at School Park until July. They also agreed they would like to see another bid or two for the restrooms.
Randy Balk reported that Clink Kettler has said he would be willing to help out with zoning during the summer by being on call basic, handling permits at a set amount per permit.
Ald. C. Letcher moved, seconded by Ald. Sterenberg to pass Ordinance No. 1405 Amending the Rates, Charges, and Fees for Waste Water treatment in Section 50.04 (A) and Water Service in Section 51.065. Roll call vote/all yes/motion carried.
Ald. Roels moved, seconded by Ald. W. Letcher to pass Resolution No. 220 Accepting the Bids for Street and Bike Path Work. Roll call vote/all yes/motion carried. Northwest Illinois Construction was the low bidder on the resurfacing of 12th Street from Route 136 to Fowler Road and 10th Avenue from Rt. 84 to 1st Street project with a bid of $403,448.90. Northwest Illinois Construction was also the low bidder on the resurfacing of the bike path from 8th Avenue to the marina project with a bid of $42,863.40. The total for these two projects is $40,000 less than the estimate so additional work will be done with those funds.
Ald. Field moved, seconded by Ald. C. Letcher to change the date of the Robert Fulton Commons grant public hearing from April 19, 2010 to May 3, 2010. Roll call vote/all yes/motion carried.
Old Business. Fulton Oil Liquor License request. Bill Shirk sent some information to Mayor Russell from other communities and their liquor license regulations. Some control the total number of licenses issued, some have no limit and others charge a substantial amount for the first time applicant. The request will be tabled until the May 3, 2010 meeting.
Ald. Roels moved, seconded by Ald. Field to adjourn. Voice vote/all yes/motion carried. The meeting adjourned at 6:25pm.
