CITY OF FULTON
REGULAR COUNCIL MEETING MINUTES
AUGUST 4, 2008
5:30 PM
Mayor Van Zuiden called the meeting to order and directed the clerk to call the roll. On roll call, Mayor Howard Van Zuiden, Aldermen Charles Dykstra, Gene Field, Merle Sterenberg, Charlie Letcher, Warren Juist, Wes Letcher, Bill Loerop and Ron Roels answered present. Also in attendance were Randy Balk - City Administrator, Bill Shirk - City Attorney, Dan Clark - Public Works Director and Officer Lonnie Smith - Sergeant at arms.
The pledge of allegiance was recited. There was no invocation.
Ald. Field moved, seconded by Ald. Sterenberg to approve the July 21, 2008 regular meeting minutes. Roll call vote/all yes/motion carried.
Heather Houzenga asked the council to consider hiring her to re-paint the restroom building at School Park. She is interested in the beautification of area buildings. She passed around a few pictures of her work. She is an art teacher in the East Central school district and her mother lives in Fulton. Ald. Dykstra moved, seconded by Ald. W. Letcher to have Heather work with Heather Bennett to prepare a plan and quote for council approval. Roll call vote/all yes/motion carried.
Ald. Sterenberg moved, seconded by Ald. C. Letcher to pass Ordinance No. 1376 to borrow $140,000 from Community State Bank for a term of 8 years with an interest rate of 3.37% fixed for 5 years. Roll call vote/all yes/motion carried. This loan is for the museum grant matching funds.
Barbara Suehl-Janis asked the council to consider making improvements to the 600 block of 16th Place. She has renovated a house at 605 16th Place and built a new one at 609 16th Place and believes that block of 16th Place to be a city street; therefore the city should improve it and plow it. At this time ownership of the roadway/alley was not determined, so no action was taken.
Ald. Dykstra moved, seconded by Ald. C. Letcher to approve the payment of a Jo-Carroll Energy bill in the amount of $3,848.11 for gas main work at the location of the Route 84/16th Avenue sewer extension project. Roll call vote/Ald. Dykstra, Field, C. Letcher, Juist, W. Letcher and Loerop voted yes/Ald. Sterenberg and Roels voted no/motion carried. Balk explained that he and Dan Clark were surprised to receive the bill since Alliant Energy did not bill the city for this type of work in the past.
Ald. Roels moved, seconded by Ald. Field to cancel the first council meeting in September since it falls on the Labor Day holiday. Roll call vote/all yes/motion carried.
Ald. Field moved, seconded by Ald. Roels to adjourn. Voice vote/all yes/motion carried. Meeting adjourned at 6:05PM.
