REGULAR COUNCIL MEETING MINUTES
DECEMBER 19, 2011
5:30 PM
Mayor Russell called the meeting to order and directed the clerk to call the roll. On roll call, Mayor Larry Russell, Alderpersons Charles Dykstra, Gene Field, Margaret Crosthwaite, Dan Nederhoff, Warren Juist, Wes Letcher, Howard Van Zuiden and Randy Boonstra answered present. Also in attendance were Bill Shirk - City Attorney, Randy Balk - City Administrator, Clink Kettler - Zoning Officer, Garry Medema - City Treasurer, Heather Bennett - Tourism/Chamber Director, Dan Clark - Public Works Director, and Jim Rhoades - Chief of Police.
The pledge of allegiance was recited and the invocation was given by Terry Merchant from Trinity Reformed Church.
Communication from visitors. Ted James, representing The Complex board told the council they still have the same goals since they organized two and a half years ago. They have submitted a bid for property because they know it will be a win-win situation and something great for the community.
Ald. Boonstra moved, seconded by Ald. Crosthwaite to approve the December 5, 2011 regular council meeting minutes. Roll call vote/all yes/motion carried.
Ald. Boonstra moved, seconded by Ald. Van Zuiden to authorize the bill list. Roll call vote/all yes/motion carried.
Ald. Letcher moved, seconded by Ald. Crosthwaite to approve the Treasurer's Report. Roll call vote/all yes/motion carried.
Dave Phillips from Speer Financial, Inc. was at the meeting to speak about the TIF Bond Ordinance. Because all the TIF funds are spend for public projects, it was possible to re-issue the TIF Bond as a tax exempt bond, which will save the city $159,000. The bond will be the same foot print, financed at the three local banks, as the original TIF bond.
Ald. Boonstra moved, seconded by Ald. Nederhoff to approve Ordinance No. 1444, including the interest rates as specified in the ordinance, AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION REFUNDING BONDS (ALTERNATE REVENUE SOURCE), SERIES 2012A, OF THE CITY OF FULTON, WHITESIDE COUNTY, ILLINOIS, PROVIDING THE DETAILS OF SUCH BONDS AND FOR AN ALTERNATE REVENUE SOURCE AND THE LEVY OF DIRECT ANNUAL TAXES SUFFICIENT TO PAY THE PRINCIPAL OF AND INTEREST ON SUCH BONDS, AND RELATED MATTERS. Roll call vote/all yes/motion carried.
Ald. Field moved, seconded by Ald. Boonstra to approve the request of Gary Nicolaysen to re-zone his property at the Northeast corner of 24th Avenue and Elston Road from R-2 to I-2 and to support the reconstruction of the body shop business. Roll call vote/all yes/motion carried.
Ald. Boonstra moved, seconded by Ald. Dykstra to cancel the January 2, 2012 council meeting. Roll call vote/all yes/motion carried.
Ald. Crosthwaite moved, seconded by Ald. Letcher to have a capital improvement plan workshop on January 14, 2012 at 8:00am. Roll call vote/all yes/motion carried.
Heather Bennett reviewed her quarterly tourism and chamber reports which were included in the council packet. Included in the chamber report: membership numbers, e-newsletter information, ribbon cuttings, site tour to The Clinton Herald, Ronald Reagan Trail dedication and panel, Fall Fest, Holiday Hop Shop and the Christmas Walk. Included in the tourism report: Peter Hannaford book signing, windmill area budget, education programs, exhibits and visitor numbers.
There was no old business discussed. There was no new business discussed.
Ald. Boonstra moved, seconded by Ald. Dykstra to enter closed session to discuss the purchase or lease of real property. Roll call vote/all yes/motion carried.
The council entered closed session at 6:22pm. Closed session minutes are recorded elsewhere.
The council returned to open session at 7:00pm.
Ald. Van Zuiden moved, seconded by Ald. Letcher to accept a bid in the amount of $21,120.00 from The Complex for lot 16 (5.28) acres in the city industrial park with construction to begin before the end of 2012. Roll call vote/all yes/motion carried.
Ald. Boonstra moved, seconded by Ald. Field to adjourn. Voice vote/all yes/motion carried. The meeting adjourned at 7:05pm.
