REGULAR COUNCIL MEETING MINUTES
DECEMBER 5, 2011
5:30PM
Mayor Russell called the meeting to order and directed the clerk to call the roll. On roll call, Mayor Larry Russell, Alderpersons Charles Dykstra, Gene Field, Margaret Crosthwaite, Dan Nederhoff, Warren Juist, Wes Letcher, Howard Van Zuiden and Randy Boonstra answered present. Also in attendance were Bill Shirk - City Attorney, Randy Balk - City Administrator and Lonnie Smith - Police Officer.
The pledge of allegiance was recited. There was no invocation and no communication from visitors.
Ald. Van Zuiden moved, seconded by Ald. Letcher to approve the November 21, 2011 regular council meeting minutes. Roll call vote/all yes/motion carried.
Ald. Dykstra moved, seconded by Ald. Letcher to pass ORDINANCE No. 1441 ABATING THE TAX HERETOFORE LEVIED FOR THE YEAR 2011 TO PAY THE PRINCIPAL OF AND INTEREST ON $1,445,000 GENERAL OBLIGATION WATERWORKS AND SEWERAGE REFUNDING BONDS, (ALTERNATE REVENUE SOURCE), SERIES 2004 OF THE CITY OF FULTON, WHITESIDE COUNTY, ILLINOIS AND ORDINANCE No. 1442 ABATING THE TAX HERETOFORE LEVIED FOR THE YEAR 2011 TO PAY THE PRINCIPAL OF AND INTEREST ON $784,000 GENERAL OBLIGATION BONDS, (ALTERNATE REVENUE SOURCE), TAXABLE SERIES 2005 OF THE CITY OF FULTON, WHITESIDE COUNTY, ILLINOIS. Roll call vote/all yes/motion carried.
Ald. Dykstra moved, seconded by Ald. Boonstra to pass ORDINANCE No. 1443 LEVYING FOR ALL CORPORATE PURPOSES FOR THE CITY OF FULTON, ILLINOIS, WHITESIDE COUNTY, FOR THE FISCAL YEAR COMMENCING MAY 1, 2011 AND ENDING APRIL 30, 1012. Roll call vote/all yes/motion carried.
Ald. Field moved, seconded by Ald. Boonstra to approve Christmas Bonus checks in the amount of $200 for full time employees and $100 for part time employees. Roll call vote/all yes/motion carried.
Ald. Boonstra updated the council on the marina ad hoc committee with a written report. The committee has visited the Savanna, Illinois marina, the Sabula, Iowa marina and has met with Pete Harkness, Fulton marina operator.
Randy Balk told the council that the contract with the Whiteside County Senior Center has been extended for 3 months while the executive committee works on a better model for a new contract. Another 3 month extension would be offered until the contract can be worked out. The kitchen remodel at the Fulton center is coming along, thanks to those who donated funds and Kiwanis members donating time and labor on the project.
Mayor Russell reported that he has attended 2 ribbon cutting, a Reagan Trail dedication ceremony, and a book signing at The Martin House for Peter Hannaford's new book, Reagan's Roots. Russell also attended a Great River Road planning session and is still active with TCEDA and Whiteside County CEDS committee. He said the city needs a tourism plan and a capital improvement workshop.

Ald. Van Zuiden moved, seconded by Ald. Juist to adjourn. Voice vote/all yes/motion carried. The meeting adjourned at 6:04pm.
