CITY OF FULTON

REGULAR COUNCIL MEETING MINUTES

JANUARY 16, 2012

5:30PM

Mayor Russell called the meeting to order and directed the clerk to call the roll.  On roll call, Mayor Larry Russell, Alderpersons Charles Dykstra, Gene Field, Margaret Crosthwaite, Dan Nederhoff, Warren Juist, Wes Letcher, Howard Van Zuiden and Randy Boonstra answered present.  Also in attendance were Randy Balk - City Administrator, Dan Clark - Public Works Director and Jim Rhoades - Chief of Police. 

The pledge of allegiance was recited.  There was no invocation.

Communication from visitors.  Jean Roeder who resides at 301 4th Street, #7(in a condo development) asked the council to consider placing the road to their condo on the street list for repair before they have no road left.

Ald. Van Zuiden moved, seconded by Ald. Letcher to approve the December 19, 2011 regular council meeting minutes and the December 20, 2011 adjourned council/public hearing minutes.  Ald. Crosthwaite pointed out an error on the motion and second to authorize the bill list in the December 19th minutes. The minutes will be corrected.  Roll call vote/all yes/motion carried.

Ald. Boonstra moved, seconded by Ald. Crosthwaite to authorize the bill list. Roll call vote/all yes/motion carried.

Ald. Van Zuiden moved, seconded by Ald. Boonstra to approve the Treasurer's Report.  Roll call vote/all yes/motion carried.

Dave Phillips from Speer Financial was present for the Water and Sewer Bond Ordinance passage.  The closing will be on February 1, 2012.  The bond will be callable in 2020.  The city should see a savings of $43,000 over time. 

Ald. Boonstra moved, seconded by Ald. Letcher to pass ORDINANCE NO. 1445 AN ORDINANCE AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION WATERWORKS AND SEWERAGE REFUNDING BONDS (ALTERNATE REVENUE SOURCE), SERIES 2012B OF THE CITY OF FULTON, WHITESIDE COUNTY, ILLINOIS, PROVIDING THE DETAILS OF SUCH BONDS AND FOR AN ALTERNATE REVENUE SOURCE AND THE LEVY OF DIRECT ANNUAL TAXES, AS APPLICABLE, SUFFICIENT TO PAY THE PRINCIPAL OF AND INTEREST ON SUCH BONDS, AND RELATED MATTERS.  Roll call vote/all yes/motion carried.

Ald. Boonstra moved, seconded by Ald. Crosthwaite to pass ORDINANCE NO. 1446 AN ORDINANCE ABATING THE TAX HERETOFORE LEVIED FOR THE YEAR 2011 TO PAY THE PRINCIPALOF AND INTEREST ON GENERAL OBLIGATION REFUNDING BONDS (ALTERNATIVE REVENUE SOURCE) SERIES 2012A OF THE CITY OF FULTON, WHITESIDE COUNTY, ILLINOIS and ORDINANCE NO. 1447 AN ORDINANCE ABATING THE TAX HERETOFORE LEVIED FOR THE YEAR 2011 TO PAY THE PRINCIPAL OF AND INTEREST ON GENERAL OBLIGATION WATERWORKS AND SEWERAGE REFUNDING BONDS (ALTERNATIVE REVENUE SOURCE) SERIES 2012B OF THE CITY OF FULTON, WHITESIDE COUNTY, ILLINOIS.  Roll call vote/all yes/motion carried.

City Attorney Bill Shirk arrived at 6:05pm.

Ald. Dykstra moved, seconded by Ald. Nederhoff to proceed with a 20 year bond, not to exceed $2,492,000 for capital improvements.  Roll call vote/all yes/motion carried.

Ald. Van Zuiden moved, seconded by Ald. Crosthwaite to authorize Wendler Engineering to write an Illinois Department of Transportation Enhancement downtown area grant.  The grant would be submitted in 2012 for 2013 funding.  Roll call vote/all yes/motion carried.

Ald. Boonstra moved, seconded by Ald. Letcher to allocate $11,075.33 to the Fulton Historical Society for operation and maintenance of the Martin House Museum.  Roll call vote/all yes/motion carried.  The request was submitted along with the Martin House budget to the council by Historical Society Treasurer, Bill Blecha.

Ald. Van Zuiden moved, seconded by Ald. Crosthwaite to pass ORDINANCE NO. 1448 ORDINANCE AUTHORIZING SALE OF MUNICIPALLY OWNED REAL ESTATE- LOT 16 IN FULTON INDUSTRIAL PARK TO THE COMPLEX FOR THE AMOUNT OF $21,120.00.  Roll call vote/all yes/motion carried.

Ald. Boonstra moved, seconded by Ald. Van Zuiden to support the Intergovernmental (Clinton, Camanche, Fulton and DeWitt) Group's choice of blue for the repainting of the North Bridge.

Ald. Letcher moved, seconded by Ald. Crosthwaite to adjourn.  Voice vote/all yes/motion carried.  The meeting adjourned at 6:45pm.
