REGULAR COUNCIL MEETING MINUTES
JUNE 20, 2011
5:30PM
Mayor Russell called the meeting to order and directed the clerk to call the roll. On roll call, Mayor Larry Russell, Alderpersons Charles Dykstra, Gene Field, Margaret Crosthwaite, Dan Nederhoff, Warren Juist, Wes Letcher, Howard Van Zuiden and Randy Boonstra answered present. Also in attendance were Bill Shirk - City Attorney, Randy Balk - City Administrator, Dan Clark - Public Works Director, Garry Medema - City Treasurer and Jim Rhoades - Chief of Police.
The pledge of allegiance was recited and the invocation was given by Pastor Roy Ann Mathews of the Fulton Assembly of God Church. There was no communication from visitors.
Ald. Field moved, seconded by Ald. Letcher to approve the June 6, 2011 regular council meeting minutes. Roll call vote/all yes/motion carried.
Ald. Boonstra moved, seconded by Ald. Van Zuiden to approve the bill list. Roll call vote/all yes/motion carried.
Ald. Juist moved, seconded by Ald. Crosthwaite to approve the Treasurer's Report. Roll call vote/all yes/motion carried.
Ald. Dykstra moved, seconded by Ald. to pass an ordinance to vacate a portion of the 400 block of 25th Avenue. Roll call vote/Ald. Dykstra, Field, Nederhoff, Juist and Letcher voted yes/Ald. Crosthwaite, Van Zuiden and Boonstra voted no/motion failed. Six votes were needed to pass.
Ald. Van Zuiden moved, seconded by Ald. Boonstra to begin advertising for a police officer (to replace an officer who resigned in April) and to appoint Ald. Crosthwaite to the interview committee for the hiring of the new officer. Roll call vote/all yes/motion carried.
Public Works Director, Dan Clark handed out some information to the council on infrastructure needs and costs. He included a page from the MappGarden program which has water, wastewater, and storm sewer systems identified. The program will be a valuable tool for the infrastructure planning.
Ald. Boonstra moved, seconded by Ald. Nederhoff to remove the pedestrian crosswalk sign at 10th Avenue and 4th Street. Roll call vote/all yes/motion carried. There is a 4 way stop at the intersection already and the crosswalk sign may cause some confusion and distraction.
Ald. Boonstra moved, seconded by Ald. Van Zuiden to relocate the soccer field from Drives Park to the dike area (Frisbee golf course). Roll call vote/all yes/motion carried. This will not interfere with the junior football field planned for the same area.
Ald. Field moved, seconded by Ald. Boonstra to adjourn. Voice vote/all yes/motion carried. The meeting adjourned at 6:10pm.
