REGULAR COUNCIL MEETING MINUTES
JUNE 7, 2010
5:00PM
Mayor Russell called the meeting to order and directed the clerk to call the roll. On roll call, Mayor Larry Russell, Alderpersons Charles Dykstra, Gene Field, Charlie Letcher, Warren Juist, Wes Letcher, Bill Loerop and Ron Roels answered present. Also in attendance were Randy Balk - City Administrator, Bill Shirk - City Attorney, and Dan Clark - Public Works Director.
The pledge of allegiance was recited. Margaret Crosthwaite was sworn in as second ward alderperson.
Ald. Field moved, seconded by Ald. Roels to enter executive session to discuss the purchase or lease of real property. Roll call vote/all yes/motion carried. The council entered executive session at 5:05pm. Executive session minutes are recorded elsewhere.
The council returned to regular session at 5:35pm. There was no communication from visitors.
Ald. Roels moved, seconded by Ald. W. Letcher to approve the May 17, 2010 regular council meeting minutes and the May 22, 2010 Economic Development workshop minutes. Roll call vote/all yes/motion carried.
Ald. Roels moved, seconded by Ald. W. Letcher to pass Ordinance No. 1410 Prevailing Wage. Roll call vote/all yes/motion carried. The city is required to pass a prevailing wage ordinance in June of every year.
Ald. Roels moved, seconded by Ald. C. Letcher to approve the FOIA policy regarding social security numbers. Roll call vote/all yes/motion carried. This policy is required by law to be approved by all Illinois municipalities.
Ald. C. Letcher moved, seconded by Ald. Roels to approve the new fund 64 for the police endowment fund. Roll call vote/all yes/motion carried. The police department will be receiving an annual disbursement from a fund established through F.A.C.E. by a local couple for the exclusive use of the Police Department and Fire Department.
Ald. Field moved, seconded by Ald. C. Letcher to authorize a $100 program ad for the Whiteside County Crimestoppers Fundraiser Show. Roll call vote/all yes/motion carried.
Ald. C. Letcher moved, seconded by Ald. Roels to change the Monday, July 5, 2010 council meeting to Tuesday, July 6, 2010 at 5:30pm due to the 4th of July holiday. Roll call vote/all yes/motion carried.
At 5:48pm, the council began an economic development workshop. Mayor Russell handed out information sheets on Residential New Development, Infill, Stabilization and Rehabilitation.
Len Janis, local realtor told the council that the owners of the trailer park have it on the market, but all their parks are always for sale. The owners have been unable to get any capital out of the park, so therefore are limited on improvements. It was agreed that there have been a lot of improvements made at the park by the new owners, but there is much more that needs to be done.
Janis told the council he believes they should consider what guidelines should be in place before a major developer comes in to the 22nd Avenue area. He does think mixed use subdivision would be possible; with condos, townhouses and single family homes. Sidewalks, concrete driveways, curb and gutter, storm sewers, one tree per right of way lot are all requirements that should be thought out by the council. Working with developers will be easiest if there is an ordinance addressing these things. It is the city's obligation to give the developer what the city wants in black and white.
The council requested that Janis contact John Gallagher, a major developer he has worked with in the past, to invite Gallagher to come to a future council meeting.
Ald. C. Letcher moved, seconded by Ald. W. Letcher to adjourn to Saturday, June 12, 2010 at 8:00am to executive session to discuss the purchase or lease of real property. Voice vote/all yes/motion carried. The meeting adjourned at 6:30pm.
