CITY OF FULTON

REGULAR COUNCIL MEETING MINUTES

MARCH 19, 2012

5:30PM

Mayor Pro Tem Van Zuiden called the meeting to order and directed the clerk to call the roll.  On roll call, Mayor Pro Tem Howard Van Zuiden, Alderpersons Charles Dykstra, Gene Field, Margaret Crosthwaite, Dan Nederhoff, Warren Juist, Wes Letcher and Randy Boonstra answered present.  Mayor Larry Russell was absent.  Also in attendance were Bill Shirk - City Attorney, Randy Balk - City Administrator, Garry Medema - City Treasurer, Heather Bennett - Tourism/Chamber Director, Dan Clark - Public Works Director and Jim Rhoades - Chief of Police. 

The pledge of allegiance was recited and the invocation was given by Pastor Roy Anne Mathews from Fulton Assembly of God Church.

There was no communication from visitors.

Ald. Field moved, seconded by Ald. Crosthwaite to approve the March 5, 2012 regular council meeting minutes.  Roll call vote/all yes/motion carried.

Ald. Boonstra moved, seconded by Ald. Letcher to authorize the bill list.  Roll call vote/all yes/motion carried.

Ald. Nederhoff moved, seconded by Ald. Letcher to approve the Treasurer's Report.  Roll call vote/all yes/motion carried.

Ald. Boonstra moved, seconded by Ald. Letcher to pass Resolution No. 232 for 2012 Maintenance of Streets and Highways by Municipality under the Illinois Highway Code.  Roll call vote/all yes/motion carried. 

Ald. Dykstra moved, seconded by Ald. Crosthwaite to authorize the Water & Sewer Capital Projects (with the $500,000 new money received from Bond 2012B) as Fund 58. Roll call vote/all yes/motion carried.

Ald. Letcher moved, seconded by Ald. Juist to have a budget workshop on Saturday, March 24, 2012 beginning with a closed session from 8:00am to 8:20am.  Roll call vote/all yes/motion carried.

Randy Balk informed the council that Fulton's downtown is now on the National Register of Historic Places.

Chief Rhoades told the council he left a memo in their mail boxes regarding the purchase of a new intoximeter. The current intoximeter does not work at all.  The new one will be charged to line item 01-21-840.

Public Works Director, Dan Clark said the city employees demolished the well #4 building and received over $4,000 for the scrap metal.  There is still a railcar buried in the ground at the site and once that comes out it will be scrapped also.

Heather Bennett, Tourism and Chamber Director gave a brief verbal summary of her written report that was included in the packet.  Chamber items included upcoming events:  Biz after 5 at Curves, 6th annual bridal walk, summer nights, mystery shopper program and a bowling fund raiser.  A new visitor guide will be out by mid-May.  The city website is in need of an upgrade from the 1.0 version of Joomla to the 2.5 version at a cost of $4,800.  At a recent Illinois Governor's Conference on tourism Heather said social media (Facebook, Google, Twitter, etc.) attracts visitors to links and websites.

Old Business. None

New Business.  Ald. Letcher said he received a request for tree trimming along south 4th Street by the ponding area.

Ald. Boonstra moved, seconded by Ald. Crosthwaite to enter into executive session to discuss the terms of the lease of property.  Roll call vote/all yes/motion carried.

The council entered executive session at 6:00pm.  Executive session minutes are recorded elsewhere. 

The council returned to regular session at 7:12pm.  Ald. Boonstra moved, seconded by Ald. Letcher to adjourn. Voice vote/all yes/motion carried.  The meeting adjourned at 7:12pm.
