CITY OF FULTON

COUNCIL MEETING MINUTES

OCTOBER 15, 2007

Mayor Van Zuiden called the meeting to order and directed the clerk to call the roll.  On roll call vote, Mayor Howard Van Zuiden, Aldermen Charles Dykstra, Gene Field, Merle Sterenberg, Warren Juist, Wes Letcher, Bill Loerop and Ron Roels answered present.  Alderman Charlie Letcher was absent.  Also present were Dan Clark - Public Works Director, Garry Medema - Treasurer, Clink Kettler - Zoning Officer and Jim Rhoades - Chief of Police.

The pledge of allegiance was recited.

Communication from visitors.   Bill James, marina patron, asked the council if there had been a meeting with marina operator Harlan Seeser regarding the patrons' concerns and the poor conditions at the marina.    Mr. James was informed that a letter had been sent to Mr. Seeser with a request for a meeting.  By the next council meeting that meeting should have taken place. 

Ald. Sterenberg moved, seconded by Ald. Juist to approve the regular council meeting minutes of October 1, 2007.  Roll call vote/all yes/motion carried.

Ald. Roels moved, seconded by Ald. Sterenberg to approve the Treasurer's Report as presented.  Roll call vote/all yes/motion carried.

Ald. Loerop moved, seconded by Ald. Juist to approve the Bill List as presented.  Roll call vote/all yes/motion carried.

Denny Pate of Moring Disposal addressed the council regarding the interest in yard waste pick up twice per week during October and November.  It is too late for October, but they could start picking up on Fridays in addition to Tuesdays beginning November 2, 2007.

Ald. Roels moved, seconded by Ald. Dykstra to add an extra weekly yard waste pick up for the month of November with the City paying the extra cost.  Roll call vote/all yes/motion carried.

Ald. Sterenberg moved, seconded by Ald. Roels to pass Ordinance No. 1357 Amending Regulations Relating to Fires and Open Burning.  Roll call vote/all yes/motion carried.  This ordinance prohibits burn barrels.  Denny Pate stated that Moring Disposal would pick up empty burn barrels when they pick up garbage.

Ald. Roels moved, seconded by Ald. W. Letcher to pass Ordinance No. 1358 Adopting a Supplement to the Code of Ordinances.  Roll call vote/all yes/ motion carried.   This was necessary to update the Code of Ordinances book.

Ald. Loerop moved, seconded by Ald. Sterenberg to authorize the signing of a 2 year contract with Mid-American Energy for electricity.  Roll call vote/all yes/motion carried.  This is for the heavy usage electric accounts such as pumps and the wastewater treatment plant.  

Ald. Sterenberg moved, seconded by Ald. Roels to extend the special use permit for Nave, Inc for a period of 6 months.   Roll call vote/all yes/motion carried.  Matt Van Kampen, owner of Nave, Inc said he is looking for a new building and would need only a 6 month extension on his permit, rather than the usual 1 year  permit period.  He will be required to pay the $50 special use permit fee and must comply with the terms stated in the original permit.  No one was at the meeting to oppose the extension.

Ald. Dykstra and Ald. Loerop volunteered to serve on a committee to work with Randy Balk on the agenda for the November 10, 2007 council workshop meeting.

Ald. Loerop moved, seconded by Ald. Roels to grant the request of KT Masonry to put orange safety fence around the sidewalk and block off a few parking spaces in front of 1004 and 1006 4th Street on Saturday and Sunday, October 20 and 21, 2007 while work is done on the building.

Old Business.  Building permit expiration and occupancy permits were briefly discussed and tabled as more information is needed.

New Business. Ald. Dykstra commended Mr. Troy Puckett for purchasing and renovating homes in Fulton.   Mr. Puckett told Ald. Dykstra that he finds it easy to do business in this town.

Ald. Sterenberg moved, seconded by Ald. Roels to adjourn.  The meeting adjourned at 6:08PM.
