CITY OF FULTON
REGULAR COUNCIL MEETING MINUTES
TUESDAY, SEPTEMBER 7, 2010
5:30PM

Mayor Russell called the meeting to order and directed the clerk to call the roll.  On roll call Mayor Larry Russell, Alderpersons Charles Dykstra, Gene Field, Margaret Crosthwaite, Charlie Letcher, Wes Letcher and Bill Loerop answered present.  Alderpersons Warren Juist and Ron Roels were absent.  Also in attendance were Bill Shirk - City Attorney, Dan Clark - Public Works Director and Heather Bennett - Tourism Director and Clink Kettler - Zoning Officer.

The pledge of allegiance was recited and the invocation was given by Pastor Tom Merchant of Trinity Reformed Church. 

Communication from visitors.  Barbara Mask representing the Dutch Days committee thanked the elected officials for allowing their faces to be photo shopped into a Dutch Masters photo for Dutch Days 2010.  She gave each elected official a Dutch Masters cigar and a print of the picture.  She presented the Mayor with a framed print.  She said she hoped the council would considering being in the parade at next year's Dutch Days event.

Ald. Field moved, seconded by Ald. C. Letcher to approve the August 16, 2010 regular council meeting minutes.  Roll call vote/Ald. Dykstra, Field, C. Letcher, W. Letcher and Loerop voted yes/Ald. Crosthwaite abstained/motion carried.

Ald. C. Letcher moved, seconded by Ald. W. Letcher to pass Ordinance No. 1419 Jo-Carroll Energy franchise agreement.  Roll call vote/all yes/motion carried.

Ald. Field moved, seconded by Ald. Dykstra to approve the street closures requested for the Fall Festival Run/Walk and the additional closures for a car club cruise-in on October 2, 2010 during Fall Festival.  Roll call vote/all yes/motion carried.

Ald. Dykstra moved, seconded by Ald. C. Letcher to approve Johnnie's tap beer garden request for October 2, 2010.  Roll call vote/all yes/motion carried.

Ald. Field moved, seconded by Ald. Crosthwaite to approve Manny's Too beer garden request for September 19, 2010.  Roll call vote/all yes/motion carried.

Ald. C. Letcher moved, seconded by Ald. W. Letcher to approve payment of the IDOT Engineer's pay estimate to Northwest Illinois Construction for the work on the 10th Avenue and 12th Street project and the bike path project.  Roll call vote/all yes/motion carried.

Denny Pate, manager of Moring Disposal presented the council with a proposal to change the refuse and recycling pick up from Monday and Friday to

Wednesday of each week.   Yard waste pick up will be on Tuesday as usual from April through October; Tuesday and Friday during November.

Ald. W. Letcher moved, seconded by Ald. C. Letcher to approve Wednesday as the single residential refuse and recycling pick up day, beginning October 6, 2010.  Roll call vote/all yes/motion carried.

Ald. C. Letcher moved, seconded by Ald. W. Letcher to set Trick or Treating hours from 6:00pm to 8:00pm on Saturday, October, 30, 2010.  Roll call vote/all yes/motion carried.

Ald. C. Letcher moved, seconded by Ald. W. Letcher to approve the Fraternal Order of Police side letter of agreement.  Roll call vote/all yes/motion carried. This is the formal document which states that union members would not be receiving pay increases this fiscal year.   It must be signed and returned to the FOP.

Ald. Dykstra moved, seconded by Ald. C. Letcher to approve the Mayor's appointment of Gene Klimstra to the Zoning Board of Appeals seat vacated when Chuck Smith resigned due to work obligations.  Roll call vote/all yes/motion carried.

Ald. Field moved, seconded by Ald. Loerop to approve Mayor Russell and Ald. Crosthwaite as an alternate to serve on the Tourism Committee.  Roll call vote/all yes/motion carried.

Mayor Russell reminded the council that after the September 20th council meeting there will be a capital budget meeting.  Discussion will focus on streets, sidewalks, alleys and infrastructure.   The new Senior Center is being organized with Whiteside County to handle the staffing and signage.  They plan to open the center in October.

Ald. Bill Loerop announced that he will be resigning October 11, 2010 because he will be moving. He currently serves as 4th Ward Alderperson and as Mayor Pro-Tem, budget committee member, windmill steering committee member and health insurance committee member.

Ald. Field moved, seconded by Ald. W. Letcher to adjourn.  Voice vote/all yes/motion carried.  The meeting adjourned at 6:10pm.
