REGULAR COUNCIL MEETING MINUTES
OCTOBER 7, 2013
5:30PM

 

Mayor Russell called the meeting to order and directed the clerk to call the roll. On roll call Mayor Larry Russell, Aldermen Barb Mask, Gene Field, Margaret Crosthwaite, Dan Nederhoff, Sue Van Kampen, Wes Letcher, Howard Van Zuiden and Randy Boonstra answered present. Also in attendance were Bill Shirk – City Attorney, Clink Kettler – Zoning Officer, Heather Bennett – Tourism/Chamber Director and Dave Bartels – Interim Chief of Police.

 

The pledge of allegiance was recited. The invocation was given by Mary Wiersema of Gateway Faith Fellowship Church in Fulton.

Ald. Van Zuiden moved, seconded by Ald. Mask to approve the September 16, 2013 regular council meeting minutes. Roll call vote/all yes/motion carried.

Ald. Boonstra moved, seconded by Ald. Letcher to authorize roof and gutter repair to the front porch of the Martin House Museum, not to exceed $3000 after first contacting the city’s insurance company. Roll call vote/all yes/motion carried.

Ald. Van Zuiden moved, seconded by Ald. Van Kampen to waive bids and approve the one year farm tenant lease for $300 per acre in the City’s Industrial Park. Roll call vote/all yes/motion carried.

Ald. Mask moved, seconded by Ald. Letcher to approve the Windmill Area street closure request for Monday, October 14, 2013 from 8:00am to 4:00pm for Kids Fest. Roll call vote/all yes/motion carried.

Ald. Boonstra moved, seconded by Ald. Mask to pass Ordinance No. 1492 Authorizing the Sale of Sub Lot #2 in the Heritage Subdivision for $28,000. Roll call vote/all yes/motion carried.

The ordinance to sell property in the 22nd Avenue Industrial Park to Jeff Zajicek was tabled to the next meeting. More detailed information was required for the development agreement.

Ald. Letcher moved, seconded by Ald. Mask to approve the ground lease with Capone’s Last Stand for the sum of $200.00 per month. Roll call vote/all yes/motion carried. The property is located on Route 84 and 16th Avenue.   Capone’s Last Stand will sell Chicago style hotdogs, gyros and sandwiches. It will have a walk up window, drive up window, picnic tables and parking.

Ald. Mask moved, seconded by Ald. Letcher to approve the Employment Agreement with Kyle Kopf as caretaker of the Andresen Nature Center.   Roll call vote/all yes/motion carried.

Ald. Mask moved, seconded by Ald. Van Kampen to approve a budget of $2,000 to purchase a stove, refrigerator and other miscellaneous items as needed for the Andresen Nature Center. Roll call vote/all yes/motion carried.

Ald. Mask moved, seconded by Ald. Crosthwaite to waive bids and purchase a generator and sign for the Robert Fulton Community Center with grant money received and to proceed with plans for handicap accessible restrooms. Roll call vote/all yes/motion carried.

 

Ald. Boonstra moved, seconded by Ald. Letcher to authorize the preparation of a truancy ordinance. Roll call vote/all yes/motion carried. The ordinance will place more responsibility on the parents of truants.

Ald. Letcher move, seconded by Ald. Boonstra to authorize the Fulton Historical Society to proceed with the application to have the Martin House placed on the Nation Register of Historic Places. Roll call vote/all yes/motion carried.

Ald. Mask moved, seconded by Ald. Van Kampen to adjourn. Voice vote/all yes/motion carried. The meeting adjourned at 6:50pm.
