Plans Revised For Fulton Marina Project

The revised plan changes the plans that were submitted in October of this year. The new plan will provide more docking slips and parking areas. The plans were submitted to the U.S. Corps of Engineers last week with that federal agency asking for public comments on the revised plan.

The complete project description is as follows:

The applicant proposes to modify their previously submitted Department of the Army application to perform dredging operations, place riprap bank protection, and reconfigure existing docking structures at an existing public marina. The applicant’s stated purpose of the project is to renovate an existing city marina for current and future recreational boater needs.

The revised project will include the reconfiguration and construction of docks, additional dredging, the placement of riprap bank protection, and the construction of a sediment control structure across the upstream end of the marina slough. The north docks (35 slips) will be reconfigured to allow for an additional 57 docking slips, bringing the total number of slips up to 169. 

Gangplanks will be constructed to allow access to the new docking structures and a boardwalk will be constructed over the Fulton Local Flood Protection Levee to allow access from the parking area/boat storage area. An additional 22,000 cubic yards of material (40,000 cubic yards total) will be mechanically or hydraulically dredged from the slough to a depth of 6 feet at flat pool elevation. An existing harbor area also will be dredged to the same depth.

If mechanically removed, the material will be temporarily placed on the existing parking area for dewatering.

If hydraulically removed, the material will be placed in geo-synthetic bags to dewater. Return water from the hydraulic dredging operations would be discharged back to the river. Approximately 5,400 cubic yards of the dredged material will be utilized to construct the sediment control structure. The remaining 34,600 cubic yards of dredge material will be trucked offsite to an upland non-wetland disposal site. 

Maintenance dredging will occur on an as needed basis. The material will be disposed of in an upland non-wetland site. The sediment control structure will run from the Corps levee to the existing island. The sediment control structure will be protected with 2000 cubic yards of stone riprap and constructed to a top elevation of 585.0 feet mean sea level. Two 3.0-foot-diameter circulation tubes will be installed in the structure. An area of bankline 900 feet long and the inner harbor bankline will be protected with a 1.5-foot-thick layer of stone riprap.

Approximately 2,450 cubic yards of stone will be required. The existing docking structure currently in use along the shoreline and in the harbor area will be rearranged and upgraded where necessary to accom-modate recreational boats. A renovated fuel dock and sewage pump out dock will also be constructed. An existing gravel road will be widened and paved at the southern end of the marina and additional parking areas, marina services building, and fuel storage tanks will be constructed in an upland site on the land side of the existing levee.

The Corps of Engineers is soliciting comments from the public. Any comments received will be considered by the Corps of Engineers to determine whether to issue, modify, condition or deny a permit for this proposal. These statements should be submitted on or before the expiration date. These statements should bear upon the adequacy of plans and suitability of locations and should, if appropriate, suggest any changes considered desirable.
