CITY OF FULTON COUNCIL MEETING MINUTES JANUARY 21, 2008
Mayor Van Zuiden called the meeting to order and directed the deputy clerk to call the roll. On roll call, Mayor Howard Van Zuiden, Aldermen Charles Dykstra, Gene Field, Merle Sterenberg, Charlie Letcher, Warren Juist, Wes Letcher, Bill Loerop and Ron Roels answered present. Also present were Randy Balk-City Administrator, Dan Clark-Public Works Director, Bill Shirk-City Attorney, Garry Medema-City Treasurer, and Heather Bennett-Chamber Director.
The pledge of allegiance was recited. Ald. Loerop, on behalf of Barb Mask, requested that the new parks position should be opened to the public.
Ald. Charlie Letcher moved, seconded by Ald. Sterenberg to approve the regular council meeting minutes of January 7, 2008. Roll call vote/all yes/motion carried.
Ald. Sterenberg moved, seconded by Ald. Charlie Letcher to approve the bill list. Questions regarding TIF fees, Civic fees, CRDC dues, MFT purchases, and cost of planners were discussed. CRDC dues are a part of the five-year pledge to the Quality Jobs program initiated by the CRDC. Roll call vote/all yes/motion carried.
Ald. Roels moved, seconded by Ald. Bill Loerop to approve the treasurer's report. Roll call vote/all yes/motion carried.
Ald. Loerop moved, seconded by Ald. Roels to increase the yard waste program fee to $1.44 each month to include four (4) extra pick-ups in November. Comments from the public have been very positive in support of the program. Roll call vote/all yes/motion carried.
Ald. Roels moved, seconded by Ald. Dykstra to make available one Saturday in April, yet to be determined, cold patch material for the repair of driveways, parking lots, etc. Public Works Director Dan Clark, will make more information available in the coming months. Clark stated that the material will be picked up at the public works garage and installed by the owner. The charge will be enough to cover the cost to the city. Roll call vote/all yes/motion carried.
Ald. Charlie Letcher moved, seconded by Sterenberg to modify the current snow ordinance, which prohibits anyone from depositing snow on city streets or right-of-ways. Chief of Police Jim Rhoades has requested this clarification. Roll call vote/all yes/motion carried.
New Business. Ald. Roels questioned the police report and the amount of county assists. Ald. Loerop asked how the information was passed on to the Fulton Journal. February 23, 2008 was scheduled as the first budget workshop.
Ald. Roels moved, seconded by Ald. Field to enter into executive session to discuss the purchase/lease of property. Roll call vote/all yes/motion carried. The council went into executive session at 5:55 PM. Executive session minutes are recorded elsewhere.
The council returned to regular session at 7:20 PM.
Ald. Charlie Letcher moved, seconded by Ald. Sterenberg to grant Nave Incorporated an extension on their workday to 5:00 PM. All other conditions remain the same. Roll call vote/all yes/motion carried.
Ald. Sterenberg moved, seconded by Ald. Wes Letcher to adjourn. Motion to approve by voice vote. Meeting adjourned at 7:25 PM.
