CITY OF FULTON
REGULAR COUNCIL MEETING MINUTES
NOVEMBER 3, 2008
5:30 PM

Mayor Van Zuiden called the meeting to order and directed the clerk to call the roll.  On roll call, Mayor Howard Van Zuiden, Aldermen Charles Dykstra, Gene Field, Merle Sterenberg, Charlie Letcher, Warren Juist, Wes Letcher, Bill Loerop and Ron Roels answered present.  Also in attendance were Bill Shirk - City Attorney, Randy Balk - City Administrator, Dan Clark - Public Works Director and Donnie Pridemore - Sergeant at Arms.  

The pledge of allegiance was recited.  Pastor Mathew from the Fulton Assembly of God Church gave the invocation.

The Mayor read a letter he received from the Illinois Association of Water Pollution Control announcing that the City of Fulton had been nominated for an award. The Public Works employees were present to be acknowledged by the council for being one of only two municipalities nominated for Best Operated Treatment Plant in the State of Illinois in its class.  Dan Clark, Public Works Director told the council that the award will be made in February.  The crew of Dan Clark, John Blunt, Dale Green, Matt Huizenga, Bobby Jones, Jerry Lewis, Gary Munson and Eric Strackbein, after being recognized for outstanding job performance, had a group picture taken.

Ald. Sterenberg moved, seconded by Ald. C. Letcher to approve the October 20, 2008 regular council meeting minutes.  Roll call vote/all yes/motion carried.

Brian Tomman, Heritage Canyon Caretaker, told the council he has a plan to convert one of the 3 rooms which are not being used in the Main Street building into a wardrobe room for the Early American Crafters.  He proposes to finish the room by insulating the ceiling and the outside wall, line all the walls with beveled cedar siding, hook up some lighting and install rods for hanging the clothes.  He would be donating his time and tools along with some of the materials.  The Early American Crafters have approximately $175.00 and some materials to donate to the project.   Tomman and the crafters think this would be a good addition to the canyon, providing safe storage of the clothes while displaying them to the public.

Ald. Roels moved, seconded by Ald. Sterenberg to approve the construction of a wardrobe room at Heritage Canyon in the Main Street building at an estimated cost of $950 to be charged to the council special projects line item.  Roll call vote/all yes/motion carried. 

There have been requests to use the chapel during the winter months when the canyon is closed to the public.  The council was asked to decide if the city should allow rental of the chapel during the closed season. 

Ald. C. Letcher moved, seconded by Ald. Field to allow the rental of the canyon chapel year round, weather permitting, with an extra fee required for snow removal.   Roll call vote/all yes/motion carried. 

Ald. Field moved, seconded by Ald. Sterenberg to enter executive session to discuss the purchase or lease of property.  Roll call vote/all yes/motion carried. 

The council entered executive session at 5:50PM.  Executive session minutes are recorded elsewhere. 

The council returned to regular session at 6:10PM.

Ald. C. Letcher moved, seconded by Ald. W. Letcher to purchase marina equipment from Harlan Seeser in the amount of $27,000.  Roll call vote/all yes/motion carried.

Ald. Field moved, seconded by Ald. W. Letcher to adjourn the meeting to Wednesday, November 11, 2008 at 5:15PM.  Roll call vote/all yes/motion carried.
