CITY OF FULTON
The Mayor called the meeting to order and directed the clerk to call the roll. On roll call, Mayor Larry Russell, Aldermen Charles Dykstra, Gene Field, Merle Sterenberg, Charlie Letcher, Warren Juist, Wes Letcher, Bill Loerop and Ron Roels answered present. Also in attendance were Bill Shirk - City Attorney, Randy Balk - City Administrator, Dan Clark - Public Works Director, Heather Bennett - Tourism Director, Garry Medema - City Treasurer, Clink Kettler - Zoning Officer and Police Officer Kevin Soenksen.
The pledge of allegiance was recited. There was no invocation and no communication from visitors.
Ald. Sterenberg moved, seconded by Ald. Field to approve the August 3, 2009 regular council meeting minutes. Roll call vote/all yes/motion carried.
Ald. C. Letcher moved, seconded by Ald. Sternberg to approve the Treasurer's Report as presented. Roll call vote/all yes/motion carried.
Ald. Roels had some questions on the report which Medema answered. Ald. Loerop said he thinks it's important to look at the fiscal year numbers. If you look back to April 30, 2005 and each subsequent year through April 30, 2009 you will see there has always been a balanced budget.
Ald. Roels moved, seconded by Ald. Dykstra to approve the Fall Festival street closure requests for October 10, 2009: 4th Street from 10th Avenue to 12th Avenue from 8:00am to 5:00pm and 12th Avenue from 4th Street to 3rd Street from 2:00pm to 11:00pm. Roll call vote/all yes/motion carried. Heather Bennett told the council she had contacted the businesses on 4th Street regarding the street being closed and while some did not respond, the majority stated they had no objection.
Mayor's Report. Mayor Russell said the Senior Action team had its first meeting and has added Kathy Wolf to the team to assist with continuing education options for seniors. Russell said he is inquiring into surplus property availability. He stated he is working with Tri-County Economic Development Agency and the Clinton Regional Development, keeping his feet on both sides of the river.
City Administrator Report. Balk reported there have been discussions with potential wireless companies. On September 12, 2009 he and the Mayor will be attending the Fulton Forum hosted by F.A.C.E. and held at Agri-King.
Public Works Report. Clark stated that IDOT has the permits for the 136 crossing for the bike trail. They will not be starting construction until after Central Bank holds their annual outdoor event.
Old Business. Ald. Roels said the Martin House Agreement being drawn up will not present a problem to the council. The issue will be what to do with the funds. One option is to turn the Martin House the funds over to the F.A.C.E. (Fulton Association for Community Enrichment) organization to be managed. Another option is to keep the
funds, using only the interest earned to maintain the house. If the interest is not enough to cover expenses, we could require the Fulton Historical Society to fund the difference.
New Business. Ald. Dykstra moved, seconded by Ald. Field to move the next council meeting from Monday to Tuesday, September 8, 2009 at 5:30pm. Roll call vote/all yes/motion carried.
Ald. Roels moved, seconded by Ald. C. Letcher to adjourn. Voice vote/all yes/motion carried. The meeting was adjourned at 6:20pm
