CITY OF FULTON
REGULAR COUNCIL MEETING MINUTES
NOVEMBER 2, 2009
5:30PM

The Mayor called the meeting to order and directed the clerk to call the roll.   On roll call Mayor Larry Russell, Aldermen Charles Dykstra, Gene Field, Charlie Letcher, Warren Juist, Wes Letcher, Bill Loerop and Ron Roels answered present.  Alderman Merle Sterenberg was absent.  Also in attendance were Bill Shirk - City Attorney, Randy Balk - City Administrator and Jim Rhoades - Chief of Police.

The pledge of allegiance was recited.  The invocation was given by Pastor Tom Merchant of Trinity Reformed Church.

Ald. Field moved, seconded by Ald. Roels to approve the October 19, 2009 regular council meeting minutes.  Roll call vote/all yes/motion carried. 

Ald. Roels moved, seconded by Ald. W. Letcher to approve the Tower Occupancy Agreement between the City of Fulton and Jo-Carroll Energy with minor language changes to be made if needed.   Roll call vote/all yes/motion carried.  This agreement allows Jo-Carroll to install, operate and maintain equipment on the city water tower for the purposes of providing wireless internet and prepaid open access WiFi.

Ald. Dykstra moved, seconded by Ald. C. Letcher to allow a Whiteside County Transit bus to be stored inside the Robert Fulton Commons.  Roll call vote/all yes/motion carried.  The bus will be parked there but no maintenance work will be done there.  

Mayor's Report.  The Senior Action team would like to send out community wide surveys, but due to the cost of the project, it is on hold until another arrangement can be made for getting the surveys to residents.   The Mayor has established a deadline of November 23rd for command center personnel to have completed their NIMS certification.  The Mayor reported his is forming a Neighborhood Improvement Team to work on neighborhood issues such as noise, junk and animal nuisances.

City Administrator Report.  Contract with F.A.C.E is ready for signing.  The bank would not allow early withdrawal of CDs without penalty, so the money will be sent to F.A.C.E. as each of the quarterly CDs mature.  Work with IDOT District 2 engineers has begun for the road resurfacing work on 10th Avenue, 12th Street and the bike path.  The city was awarded $550,000 in state funds for this work.

Old Business.   Attorney Shirk told the council he has received a voice message from Harris Bank who ended up with Chewton Glen property paperwork on his desk.  Shirk said he was hopeful that the issue can be resolved soon.

New Business.  Pastor Tom Merchant, representing the Fulton Kiwanis Club asked the council to approve a bucket brigade at the corner of Rt. 136 and Rt. 84 on November 28, 2009 from 8:00am to noon.  They will be collecting money for the Salvation Army, which Pastor Merchant represents through the Ministerial Association.  The money raised will be used for local needs.  If the city approves this request, he will then contact IDOT for their permission.

Ald. Roels moved, seconded by Ald. Juist to approve the Kiwanis bucket brigade on November 28, 2009 from 8:00am to noon at the intersection of Rt. 136 and Rt. 84.  Roll call vote/all yes/motion carried.

With a voice vote the meeting adjourned at 5:55pm.
