CITY OF FULTON
Mayor Russell called the meeting to order and directed the clerk to call the roll. On roll call Mayor Larry Russell, Aldermen Charles Dykstra, Gene Field, Merle Sterenberg, Charlie Letcher, Warren Juist, Wes Letcher and Ron Roels answered present. Alderman Bill Loerop was absent. Also in attendance were Bill Shirk - City Attorney, Dan Clark - Public Works Director, Garry Medema - City Treasurer, Heather Bennett - Tourism Director and Jim Rhoades - Chief of Police.
The pledge of allegiance was recited. There was no invocation and no communication from visitors.
Ald. Dykstra moved, seconded by Ald. Field to approve the December 7, 2009 regular council meeting minutes. Roll call vote/all yes/motion carried.
Ald. C. Letcher moved, seconded by Ald. Roels to approve the bill list as presented. Roll call vote/all yes/motion carried.
Ald. C. Letcher moved, seconded by Ald. Juist to approve the Treasurer's Report as presented. Roll call vote/all yes/motion carried. Heather Bennett told the council that although the report shows a negative balance in the Windmill Cultural Center fund; $41,000 has been received in the month of December which eliminates the negative balance.
Len Janis, local realtor, addressed the council with a proposal for a 5 home subdivision plan. His background includes 25 years as general manager of development in the construction business from 1970 t0 1994. He is proposing to put 5 manufactured homes on a 6 lot area on 24th Avenue near the trailer court. His request of the city is to allow the property to be rezoned into 5 lots to make them a little bit wider to accommodate a home. The homes are manufactured in Indiana, transported to the site and assembled by a 5 person team the company sends. He handed out brochures showing pictures and plans for the homes. The window treatments, carpet and all appliances except washer and dryer are already in the home. Once in place, the home needs a furnace installed, plumbing and electricity connected. The cost for one of the homes is between $65,000 and $70,000, which does not include sidewalks, driveways or garages. This price does not include a basement, but Janis is looking into the cost of pre-cast basements. City water is available to the lots, but sewer is not at this time. The general consensus from the council was that the developer would be responsible for the cost of bringing city sewer to the lots. Ald. Dykstra said he would like to see homes with garages.
Mayor Russell said he and Heather Bennett will be attending the hearing in Sterling on the sale of the Thomson prison.
Ald. Juist moved, seconded by Ald. W. Letcher to enter executive session to discuss the purchase or lease of property. Roll call vote/all yes/motion carried. The council entered executive session at 6:00pm. Executive session minutes are recorded elsewhere.
The council returned to regular session at 6:15pm. Ald. Roels moved, seconded by Ald. Field to adjourn. Voice vote/all yes/motion carried. The meeting adjourned at 6:15pm.
