REGULAR COUNCIL MEETING MINUTES
FEBRUARY 16, 2010
5:30 PM

Mayor pro-tem Loerop called the meeting to order and directed the deputy clerk to call the roll.  On roll call, Mayor pro-tem Bill Loerop, Aldermen Charles Dykstra, Gene Field, Merle Sterenberg, Charlie Letcher, Warren Juist, Wes Letcher answered present.  Mayor Larry Russell and Ald. Ron Roels were absent.  Also in attendance were Bill Shirk - City Attorney, Randy Balk - City Administrator, Dan Clark - Public Works Director, Jim Rhoades - Chief of Police, and Garry Medema - City Treasurer.

The pledge of allegiance was recited.

Ald. Dykstra moved, seconded by Ald. W. Letcher to approve the February 1, 2010 regular council meeting minutes.  Roll call vote/all yes/motion carried.

Ald. Juist moved, seconded by Ald. W. Letcher to approve the bill list.  Roll call vote/all yes/motion carried.

Ald. C. Letcher moved, seconded by Ald. Sterenberg to approve the Treasurer's report.  Garry Medema commented that the revenue from the State Income Tax is still behind.  Roll call vote/all yes/motion carried.

Ald. Dykstra moved, seconded by Ald. W. Letcher to approve a Resolution in support of the Complex.  Roll call vote/all yes/motion carried.

Ald. Sterenberg moved, seconded by Ald. W. Letcher to table a request by Mayor Russell for support of a fact-finding trip in regards to the potential opening of the Thomson Prison.  Roll call vote/Yes-Field, Juist, W. Letcher, and Sterenberg, No-Dykstra, C. Letcher/motion carried 4-2

Ald. Dykstra moved, seconded by Ald. W. Letcher to grant mileage for Mayor Russell to attend TCEDA meetings from March 1 through December 31, 2010.  Roll call vote/all yes/motion carried

Ald. Field moved, seconded by Ald. Juist to schedule budget committee meetings on February 25 and March 4 with a council workshop on March 13.  Roll call vote/all yes/motion carried.

Ald. Dykstra moved, seconded by Ald. C. Letcher to contract with Sharon Pepin, a grant writer, for assistance on the Robert Fulton Commons Center FLEX application.  The city recently received permission to submit the FLEX.  Ms. Pepin has a great deal of experience in writing grants and has worked with many communities in northwestern Illinois.  Ms. Pepin has also been very successful in Low-to-Moderate-Income survey work, which Fulton may be in the need of in the near future.  Roll call vote/all yes/motion carried.

Reports were received.  City anticipates road work on 10th Avenue, 12th Street, and the dike bike trail to begin sometime in June, 2010.

New Business - It is anticipated that at the next council meeting there will be a new cell tower contract to be considered.  This would be placed on the city water tower.

Ald. Field moved, seconded by Ald. C. Letcher to go into Executive Session to discuss possible litigation and the purchase/lease of real property.  Roll call vote/all yes/motion carried.

Ald. Field moved, seconded by Ald. W. Letcher to back into Regular Session.  Roll call vote/all yes/motion carried.
