REGULAR COUNCIL MEETING MINUTES
MAY 17, 2010
5:30PM

Mayor Russell called the meeting to order and directed the clerk to call the roll. On roll call, Mayor Larry Russell, Aldermen Charles Dykstra, Gene Field, Charlie Letcher, Warren Juist, Wes Letcher, Bill Loerop and Ron Roels answered present.  Also in attendance were Randy Balk - City Administrator, Bill Shirk - City Attorney, Garry Medema - City Treasurer, Dan Clark - Public Works Director, Heather Bennett - Tourism Director and Jim Rhoades - Chief of Police.

The pledge of allegiance was recited.  The invocation was given by Terry Merchant from Trinity Reformed Church.

Communication from visitors.  Julie Meiners addressed the council to request a street closure for the Blessing of the Bikes to be held on June 6, 2010.  She said time got away from her and she realizes she should have made the request sooner.  The council agreed to act on the request because there will be no other council meeting before the event. 

Ald. Dykstra moved, seconded by Ald. Roels to approve the closure of 4th Street between 11th Avenue and 12th Avenue on June 6, 2010 from 12:30pm to 3:00pm.  Roll call vote/all yes/motion carried.

Ald. Field moved, seconded by Ald. C. Letcher to approve the May 3, 2010 public hearing minutes and the May 3, 2010 regular council meeting minutes.  Roll call vote/all yes/motion carried.

Ald. C. Letcher moved, seconded by Ald. W. Letcher to approve the bill list as presented.  Roll call vote/all yes/motion carried.

Ald. Juist moved, seconded by Ald. W. Letcher to approve the Treasurer's Report.  Roll call vote/all yes/motion carried.

Ald. Field moved, seconded by Ald. C. Letcher to approve the request by Fulton Assembly of God Church to hold an ordination service with live music at the School Park pavilion on Sunday, May 23, 2010 from 8:00am to 3:00pm.   Roll call vote/all yes/motion carried.

Ald. Field moved, seconded by Ald. Juist to approve the American Legion request to put a cannon at Drives Park.   Prior to the vote, Ald. Field addressed the council asking them not to approve this request because the legion has been given property by Community State Bank upon which to put a memorial.  Field believes that the cannon should be placed on the legion property with a memorial.  A few years ago, there were plans for such a memorial but when new legion officers were elected the plan was discarded. Roll call vote/all no/motion failed.

Ald. C. Letcher moved, seconded by Ald. W. Letcher to approve the Mayor's request to appoint Margaret Crosthwaite to the vacant second ward seat.  Roll call vote/all yes/motion carried.

Ald. Dykstra moved, seconded by Ald. C. Letcher to approve the Mayor's request to appoint Chuck Smith to the vacant seat on the Zoning Board of Appeals.  Roll call vote/all yes/motion carried.

Ald. Dykstra moved, seconded by Ald. Field to approve the purchase of a patrol car at a cost of $12,000 this year and another payment of $12,000 next fiscal year.  Roll call vote/Ald. Dykstra, Field, W. Letcher and Loerop voted yes/Ald. Juist, C. Letcher and Roels voted no/motion carried.   The purchase of a vehicle is in this year's budget but the council had decided previously to hold off on this and other capital expenditures until the budget is reviewed in July.  Since that discussion, more problems with the Dodge Charger have come up and the need for a car is critical. 

Ald. Dykstra moved, seconded by Ald. Field move forward with the restroom project at School Park (10th Avenue).   Roll call vote/Ald. Loerop, W. Letcher, Juist, C. Letcher, Field and Dykstra voted yes/Ald. Roels voted no/motion carried.   Dan Clark said they had a new plan at a cost of $20,000 to $22,000 if Public Works does the work themselves and contracts the plumbing work.  The original restroom plan Clark presented to the council in March was much higher and the council requested another option to review.  Clark told the council he would like to upgrade the lighting at the park to help eliminate vandalism.   The council did not want to proceed with that expense at this time.

Chief Rhoades publicly thanked his staff for staying under budget this past fiscal year.

At 6:35 the council began the economic development portion of the meeting.  Randy Balk gave a power point presentation on the principles of economic development.

Heather Bennett wrote down the ideas that the council came up with relative to the presentation.    

The notes from the presentation will be given to the council in a notebook form at a future workshop meeting.

Ald. Roels moved, seconded by Ald. C. Letcher to adjourn.  The meeting adjourned at 7:20pm.
