CITY OF FULTON
ADJOURNED COUNCIL MEETING MINUTES
AUGUST 9, 2010
5:30PM

The Mayor called the meeting to order and directed the clerk to call the roll.  On roll call, Mayor Larry Russell, Alderpersons Charles Dykstra, Margaret Crosthwaite, Charlie Letcher, Warren Juist, Wes Letcher, Bill Loerop and Ron Roels answered present.  Alderperson Gene Field was absent.   Also in attendance were Randy Balk - City Administrator and Heather Bennett - Tourism Director. 

Ald. Roels moved, seconded by Ald. W. Letcher to allow the Family Fun Circus to use Drives Park on August 28th and 29th.  Roll call vote/all yes/motion carried.  They used the park last year and left it clean and in good condition.

At the previous meeting the council asked the city attorney to take the following out of the ordinance; WHEREAS, Section 8-11-1.2 of the Illinois Municipal Code defines "property tax relief" as the action of a municipality to reduce the levy for real estate taxes or avoid an increase in the levy for real estate taxes that would otherwise have been required; because they did not want people to think that if sales tax increases their property taxes would be reduced.  It should be stressed that this would not likely happen, although it is possible a future increase could be avoided.

Ald. W. Letcher moved, seconded by Ald. C. Letcher to pass Ordinance No. 1414 Providing for the Submission to the Electors of the City of Fulton, Whiteside County, Illinois, the Question of Whether the City Should Impose a Non-Home Rule Municipal Retailers' Occupation Tax and Non-Home Rule Municipal Service Use Tax. (Includes both property tax relief and public infrastructure as the reason for the ¾% sales tax increase; with the previously removed "Whereas", as stated above, put back in the ordinance).  Roll call vote/all yes/motion carried.

The Mayor is working on an informational letter explaining the need for a sales tax increase to get the facts out to the public.

Ald. Loerop moved, seconded by Ald. Dykstra to enter executive session to discuss personnel.  Roll call vote/all yes/motion carried.  

The council entered executive session at 5:55pm.  Executive session minutes are recorded elsewhere. 

The council returned to regular session at 6:00pm.  Ald. Roels moved, seconded by Ald. Crosthwaite to adjourn immediately.  Voice vote/all yes/motion carried.
