CITY OF FULTON
REGULAR COUNCIL MEETING MINUTES
JANUARY 17, 2011
5:30PM

Mayor Russell called the meeting to order and directed the clerk to call the roll.  On roll call, Mayor Larry Russell, Alderpersons Charles Dykstra, Gene Field, Margaret Crosthwaite, Charlie Letcher, Warren Juist, Wes Letcher, Randy Boonstra and Ron Roels answered present.  Also in attendance were Bill Shirk - City Attorney, Randy Balk - City Administrator, Garry Medema - Treasurer and Police Officer Lonnie Smith. 

The pledge of allegiance was recited and the invocation was given by Pastor Edie Lenz of First Reformed Church.  There was no communication from visitors.

Ald. Crosthwaite moved, seconded by Ald. W. Letcher to approve the December 20, 2010 regular council meeting minutes.  Roll call vote/all yes/motion carried.  There was no meeting on January 3, 2011.

Ald. Field moved, seconded by Ald. Boonstra to approve the bill list as presented.  Roll call vote/all yes/motion carried.

Ald. W. Letcher moved, seconded by Ald. Crosthwaite to approve the Treasurer's Report.  Roll call vote/all yes/motion carried.

Ald. Dykstra moved, seconded by Ald. Crosthwaite to pass Ordinance No. 1424 Amending Schedule VI, Entitled Persons with Disabilities Parking, In Chapter 72, Entitled Parking Schedules.  Roll call vote/all yes/motion carried.  The amendment will allow enforcement of handicap parking violations on public property and private property as listed in the ordinance.

Ald. W. Letcher moved, seconded by Ald. Boonstra to pass Ordinance No. 1425 Amending Chapter 151 Entitled "Flood Hazard Regulations" in Title XV Entitled "Land Usage".  Roll call vote/Ald. Boonstra, Crosthwaite, Dykstra, Field, Juist, C. Letcher and W. Letcher voted yes/Ald. Roels voted no/motion carried.   This amendment is necessary due to FEMA regulations which put extra mandates and responsibility on the city.  If the Ordinance was not passed no one in Fulton would be eligible for flood insurance.

Ald. Dykstra moved, seconded by Ald. W. Letcher to approve the general method option of taking bids for the sale of the Heritage Park property.  Roll call vote/all yes/motion carried.  It must be in the paper once a week for 3 weeks that the city is accepting bids on the property.

Ald. C. Letcher moved, seconded by Ald. W. Letcher to move the second council meeting in February to Tuesday, February 22, 2011 at 5:30pm due to the Presidents Day holiday on Monday, February 21st.   Roll call vote/Ald. Roels, W. Letcher, C. Letcher, Field, Dykstra, Crosthwaite and Boonstra voted yes/Ald. Juist vote no/motion carried.

Ald. Dykstra moved, seconded by Ald. Crosthwaite to approve a letter of support for permanent flip-down signage for the Rt. 30 and Rt. 136 bridges on both sides of the river to assist law enforcement and emergency services when an incident occurs requiring bridge traffic to be rerouted.   Roll call vote/all yes/motion carried.

Ald. Dykstra moved, seconded by Ald. Roels to continue offering the employees YWCA memberships, which the city pays for annually and the employee reimburses the city for 50% of the annual cost through payroll deduction.  Roll call vote/all yes/motion carried.

Old Business.  The administrative fee ordinance will be part of the upcoming budget discussion.

New Business.  Ald. C. Letcher asked the council to consider rescinding the one side parking restriction on 12th Avenue from 9th Street east to the high school (12th Street).  This will be on the next meeting agenda.

Ald. Crosthwaite said she had received 2 snow removal complaints regarding sidewalks not cleared on school routes, forcing students to walk out in the street.   It may be possible to set a time limit after a snowfall for removal from sidewalks and if the resident does not do it, the city could hire outside contractors and pass the charges along to the resident.  This will be discussed at the next meeting.

Ald. Roels said he may not be at the next meeting but he would like the council to consider how much money to issue to the Fulton Historical Society for 2011 operations and maintenance of the Martin House.  He and Ald. C. Letcher met with the society's treasurer in early December.  The agreement requires the society to submit a budget in October for the next calendar year.  The budget was not submitted but will be soon.   Ald. C. Letcher said the society has approximately $2,700 remaining of the $10,000 the city issued from the Martin House funds for 2010 operations and maintenance.  The council will have to decide if the $2,700 should roll over for use on 2011 capital projects or roll over for routine expenditures.   If the society's budget is received before the next council meeting it will be placed on the agenda.

Ald. C. Letcher moved, seconded by Ald. Crosthwaite to adjourn.  Voice vote/all yes/motion carried.  The meeting adjourned at 6:40PM.
