CITY OF FULTON
Mayor Russell called the meeting to order and directed the clerk to call the roll. On roll call Mayor Larry Russell, Alderpersons Charles Dykstra, Gene Field, Margaret Crosthwaite, Warren Juist, Wes Letcher and Randy Boonstra answered present. Alderpersons Charlie Letcher and Ron Roels were absent. Also in attendance were Randy Balk - City Administrator, Clink Kettler - Zoning Officer and Jim Rhoades - Chief of Police.
The pledge of allegiance was recited. The invocation was given by Terry Merchant of Trinity Reformed Church. There was no communication from visitors.
Ald. W. Letcher moved, seconded by Ald. Field to approve the January 17, 2011 regular council meeting minutes. Roll call vote/all yes/motion carried.
Ald. Field moved, seconded by Ald. Juist to pass Ordinance No. 1426 Amending Title 5 Entitled Public Works by Adding Chapter 54 Entitled Aggregation of Electrical Load. Roll call vote/all yes/including Mayor/motion carried. This ordinance will permit the city to operate the electric aggregation program under the Act as an opt-out program and the corporate authorities of the city are authorized to aggregate residential and small commercial retail electrical loads.
Ald. Boonstra moved, seconded by Ald. Crosthwaite to accept Audit Report No. 56 covering the receipt and disbursement of Motor Fuel Tax Funds for the period beginning January 1, 2008 and ending December 31, 2009. Roll call vote/all yes/motion carried.
Ald. Dykstra moved, seconded by Ald. Juist to pass Supplemental Resolution No. 224, for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code. Roll call vote/all yes/motion carried. This is a Supplemental Resolution required for 2007, per the IDOT auditor's Report No. 56.
Ald. Boonstra moved, seconded by Ald. W. Letcher to pass Ordinance No. 1427 Authorizing the Sale of Real Estate Owned by the City of Fulton. Roll call vote/all yes/motion carried. This ordinance designates the method by which Heritage Park will be sold. Notice of the sale will be published in the Fulton Journal for 3 successive weeks as required by Illinois Statute. The details, such as the minimum bid and development guidelines will be worked out for a future ordinance.
Ald. Dykstra moved, seconded by Ald. Boonstra to issue a check in the amount of $11,800 to the Fulton Historical Society, the amount on their 2011 budget. Roll call vote/all yes/motion carried.
The agenda item regarding parking on 12th Avenue from 9th Street to 12th Street was tabled for further review.
The agenda item regarding sidewalk snow removal was discussed. Ald. Crosthwaite said she had not received any complaints since the last meeting. She did notice many walks around town not shoveled. Things to consider before creating an ordinance; areas where the sidewalk abuts the street and the walks get covered with the snow from the snow plows, sidewalks that have been shoveled, but not very well can be more dangerous than a walk that has not been shoveled at all.
Mayor Russell reported that he attended an economic summit in Freeport. The Senior Center offers $4.00 meals on Mondays, Wednesdays and Fridays at 11:30am. The center will be starting an activity program soon with Barb Mask helping. Transit van rides are down.
Randy Balk told the council the grant applied for through Peoples Economic Development Corporation has been formally approved. This grant is for downtown historical planning. The Riverfront Corridor group could meet again to review ideas.
Jim Rhoades said 2010 was the department's second busiest year. His printed report was in the packet.
Ald. Charlie Letcher arrived at 6:25pm.
Ald. Field moved, seconded by Ald. W. Letcher to adjourn. Voice vote/all yes/motion carried. The meeting adjourned at 6:30pm.
