CITY OF FULTON
Mayor Russell called the meeting to order and directed the clerk to call the roll. On roll call Mayor Larry Russell, Alderpersons Charles Dykstra, Gene Field, Margaret Crosthwaite, Dan Nederhoff, Warren Juist, Wes Letcher, Howard Van Zuiden and Randy Boonstra answered present. Also in attendance were Bill Shirk - City Attorney, Randy Balk - City Administrator, Heather Bennett - Tourism/Chamber Director and Police Officer Adam Wherry.
The pledge of allegiance was recited and Pastor Roy Anne Mathews of Fulton Assembly of God Church gave the invocation. There was no communication from visitors.
Ald. Crosthwaite moved, seconded by Ald. Letcher to approve the May 16, 2011 regular council meeting minutes. Roll call vote/all yes/motion carried.
Ald. Letcher moved, seconded by Ald. Boonstra to pass Ordinance No. 1433 Prevailing Wage Ordinance. Roll call vote/all yes/motion carried. This is required by law to be passed every June.
Ald. Van Zuiden moved, seconded by Ald. Field to pass Resolution No. 227 Directing the Sale of Certain Real Estate Owned by the City of Fulton (Heritage Park). Roll call vote/all yes/motion carried. The 6 lots were previously put out for bid as one piece of property and no bids were received. The lots will now be offered for sale individually. The next step will be getting the lots appraised.
Ald. Boonstra moved, seconded by Ald. Juist to pass Resolution No. 228 (Central Bank) and Resolution No. 229 (Community State Bank) for the authorization of signatures on the city bank accounts. This is a necessary update due to the change in council members.
Ald. Van Zuiden moved, seconded by Ald. Juist to prepare an ordinance to vacate a portion of the 400 block of 25th Avenue. Roll call vote/Ald. Boonstra and Crosthwaite voted no/Ald. Dykstra, Field, Juist, Letcher, Nederhoff, and Van Zuiden voted yes/motion carried. The vacation was requested by Doug Meinema. He owns property on 4th Street on the north side and south side of where 25th Avenue would be if it was open. The area in question is bordered on the west by 4th Street and on the east by a storm water ditch. Meinema paid for the appraisal which valued the property at $1,500.
Mayor Russell included in the packet his State of the City Report, which he might publish in the newspaper. The report reviewed the topics of reserve funds, sales tax revenue, residential development, senior services, downtown redevelopment, infrastructure planning, refinancing bonds, tourism and disaster preparedness.
Heather Bennett presented her quarterly Chamber/Tourism Report which was included in the council packet. Some of the topics were Summer Night events (the first of which is this Thursday from 6-8pm), Reagan Historical Marker dedication, Fulton panel on the traveling Reagan exhibit and Fulton being an official Ronald Reagan Trail city. The annual chamber dinner/meeting will be at Buck's Barn on June 30th. The next city newsletter will be printed in July.
Heather also included the Windmill Area steering committee progress report and financial report. Clink Kettler has been added to the committee in charge of collections. The Cultural Center has the Paltrok sawmill on loan for the 2011 season. Since April 2011, more than 500 children have toured or are scheduled to tour the windmill area.
Ald. Van Zuiden moved, seconded by Ald. Dykstra to hold the first council meeting in July on Tuesday, July 5, 2011 at 5:30pm. Roll call vote/all yes/motion carried.
Ald. Boonstra moved, seconded by Ald. Crosthwaite to adjourn. Voice vote/all yes/motion carried. The meeting adjourned at 6:30pm.
