City Council Minutes: July 5, 2011

CITY OF FULTONREGULAR COUNCIL MEETING MINUTES JULY 5, 2011 5:30 PM Mayor Pro Tem Van Zuiden called the meeting to order and directed the clerk to call the roll.  On roll call Mayor Pro Tem Howard Van Zuiden, Alderpersons Charles Dykstra, Gene Field, Margaret Crosthwaite, Dan Nederhoff, Warren Juist and Wes Letcher answered present.  Mayor Larry Russell and Alderperson Randy Boonstra were absent.  Also in attendance were Randy Balk – City Administrator and Jim Rhoades – Chief of Police. The pledge of allegiance was recited.  There was no communication from visitors. Ald. Juist moved, seconded by Ald. Crosthwaite to approve the June 20, 2011 regular council meeting minutes.  Roll call vote/all yes/motion carried. Ald. Letcher moved, seconded by Ald. Dykstra to pass Ordinance No. 1434 Amending Supplemental License – Outdoor Sales.  Roll call vote/all yes/motion carried.  The amendment will permit live music in the outdoor area by specific approval by a majority voted of the City Council.  At a previous council Denny Ottens requested permission to have live music in Denny O’s outdoor beer garden  from 4:00 – 8:00pm on June 4, 2011.  The council approved the request and there were no complaints received.  Ottens would like to have live music on future dates.  Before this amendment the ordinance prohibited live music in the beer garden. Ald. Field moved, seconded by Ald. Letcher to approve the addendum to the mutual aid agreement between the City of Fulton and the City of Clinton, Iowa.  Roll call vote/all yes/motion carried.  The addendum includes non-emergency training programs and mutual community interest events for the mutual participation and benefits of the law enforcement agencies. The proposed Keg Registration Ordinance was in the packet for a first reading.  Attorney Shirk is out of town and wants more time to review the ordinance before the council votes on it. Ald.
