CITY OF FULTON REGULAR COUNCIL MEETING MINUTES JUNE 4, 2007 5:00 PM
Mayor Van Zuiden called the meeting to order and directed the clerk to call the roll. On roll call, Mayor Howard Van Zuiden, Aldermen Charles Dykstra, Merle Sterenberg, Warren Juist, Wes Letcher, Bill Loerop and Ron Roels answered present. Aldermen Gene Field and Charlie Letcher were absent. Also present were Randy Balk - City Administrator, Heather Bennett - Tourism Director and Bill Shirk - City Attorney.
Ald. Sterenberg moved, seconded by Ald. Roels to enter executive session to discuss the purchase or lease of property and possible litigation. Roll call vote/all yes/motion carried.
Executive session minutes are recorded elsewhere. The council returned to regular session at 5:30 PM.
Ald. Field arrived at 5:15 PM during the executive session. Ald. Letcher arrived at 5:25 PM.
The pledge of allegiance was recited.
Ald. Sterenberg moved, seconded by Ald. Field to approve the regular council meeting minutes of May 21, 2007. Roll call vote/all yes/motion carried.
Ald. Roels stated that he received three phone calls from residents concerned about the use of Martin House funds; specifically that they would be used to fund the Windmill Museum. He said the council has no intention of using Martin House funds to fund the Windmill Museum. The Historical Society would be able to concentrate more on programming without the burden of maintaining the house. According to the agreement the house should be open to the public on a regular basis as a community center or museum.
Barbara Mask, Historical Society Chairman, took the floor, and introduced executive committee members: Carol Janvrin, Charlene Johnson and Neal Luker. She said they wanted to address the council regarding the letter they received terminating the articles of agreement between the City and the Historical Society.
Each member of the committee spoke to the council citing the number of items donated, programs, functions and special events held over the years at the Martin House. They see themselves as relieving the City of the duties of caring for the property and would like the arrangement to remain the same. The council was each given an informational packet from the Society. The Society asked for a one month extension on the termination of the articles of agreement, until the Historical Society of the whole can meet again. They would like to continue to dialog with the council.
Randy Balk said the permits for the marina are here after a very long wait. He wants to meet with Dan Clark, Director of Public Works and the marina operator to review the project. The permits with the grant are only good until the end of the year.
A discussion on the restroom facilities at Heritage Canyon was tabled. The Public Works Department is looking into the rehabilitation of the existing permanent outhouse.
Old Business. The Zoning Board of Appeals will meet on June 21, 2007 to review building permit completion guidelines.
Ald. Dykstra publicly thanked volunteer millers Arnie Huizenga and Ed Kolk for putting in 10 hour days at the windmill while assisting with the painting project.
Ald. Roels moved, seconded by Ald. Field to adjourn. The meeting adjourned at 6:15 PM.
