CITY OF FULTON

REGULAR COUNCIL MEETING MINUTES

FEBRUARY 6, 2012

5:30PM

Mayor Pro-Tem Howard Van Zuiden called the meeting to order and directed the city administrator to call the roll.  On roll call, Mayor Pro-Tem Van Zuiden, Alderpersons Charles Dykstra, Gene Field, Margaret Crosthwaite, Dan Nederhoff, Warren Juist, Wes Letcher, and Randy Boonstra answered present.  Mayor Larry Russell was absent.  Also in attendance were Bill Shirk - City Attorney and Jeremy Leitzen - Sergeant of Arms.

The pledge of allegiance was recited.  There was no invocation.

There was no communication from visitors.

Mayor Pro-Tem advised that he would be voting as an alderperson.

Ald. Field moved, seconded by Ald. Crosthwaite to approve the January 14, 2012 Capital Improvement Plan workshop minutes and the January 16, 2012 regular council meeting minutes.  Roll call vote/all yes/motion carried.

Ald. Dykstra moved, seconded by Ald. Field to move the next regular council meeting to Tuesday, February 21, 2012 at 5:30pm because of President's Day.  Roll call vote/all yes/motion carried.

Daniel Payette, the Outreach Coordinator for Blackhawk Hills iFiber project gave an update and status of the project.  iFiber was developed to address the issue of limited broadband capacity, speed and service in nine counties of northwest Illinois.  It is a collaboration of representatives from Northern Illinois University, LaSalle County, North Central Illinois Council of Governments, the City of Rockford, Boone County and Blackhawk Hills RC & D.  iFiber will offer connectivity to third-party providers, who will in turn be offering connectivity to businesses and homes in the iFiber region.  Currently the project is offering connections to school, hospitals, and governments. 

Reports:

City Administrator Balk gave the city council a brief update on the 22nd Area Development Area.

New Business:

Ald. Boonstra asked if a stop sign located at 1st Avenue and 6th Street was necessary.  The Police Department will investigate and return their opinion to the city council.

Ald. Field moved, seconded by Ald. Boonstra to adjourn.  Voice vote/all yes/motion carried.  The meeting adjourned at 6:05pm.
