CITY OF FULTON

REGULAR COUNCIL MEETING MINUTES

FEBRUARY 21, 2012

5:30PM

Mayor Pro Tem Van Zuiden called the meeting to order and directed the clerk to call the roll. On roll call Mayor Pro Tem Howard Van Zuiden, Alderpersons Charles Dykstra, Gene Field, Dan Nederhoff, Warren Juist, Wes Letcher and Randy Boonstra answered present. Mayor Larry Russell was absent and Alderperson Margaret Crosthwaite was absent for roll call but arrived at 5:35pm.  Also in attendance were Bill Shirk - City Attorney, Randy Balk - City Administrator, Garry Medema - Treasurer, Dan Clark - Public Works Director, Heather Bennett - Chamber/Tourism Director and Jim Rhoades - Chief of Police.

The pledge of allegiance was recited.  There was no invocation and no communication from visitors.

Ald. Field moved, seconded by Ald. Letcher to approve the February 6, 2012 regular council meeting minutes.  Roll call vote/all yes/motion carried.

Ald. Boonstra moved, seconded by Ald. Letcher to authorize the bill list.  Roll call vote/all yes/motion carried.

Ald. Letcher moved, seconded by Ald. Juist to approve the Treasurer's Report.  Roll call vote/all yes/motion carried.

The owner of a lot on Valley View Drive who will be building a house does not want to put in sidewalks.  There are other houses in the vicinity both with and without sidewalks. Attorney Shirk stated there is nothing in the City's code that requires or mandates sidewalks.

Ald. Boonstra moved, seconded by Ald. Letcher to authorize the preparation of an ordinance that will require sidewalks with all new construction.  Roll call vote/Ald. Field, Crosthwaite, Nederhoff, Letcher and Boonstra voted yes/Ald. Dykstra and Juist voted no/motion carried. 

Matt Hansen, engineer from Willett Hofmann and Associates, gave a presentation on the plans for the new filter building at Well #4.  It was a 3D presentation which showed the outside and inside plans for the building, the filter, Well #5 (if it is drilled), the lab, the chemical rooms and underground backwash storage tank.  The visual presentation showed the proposed construction in a very clear-cut manner.

There was no Old Business.

New Business.  Ald. Nederhoff said there are so many skunks in town that every time he walks his dog he is concerned about getting sprayed.  His dog has been sprayed several times.  The heaviest population appears to be near the storage tanks and the dike.  He would like to know if something can be done about this.

Ald. Boonstra asked if something can be done about the vehicles parking illegally along the yellow painted curb at the Fulton Middle School. 

Ald. Dykstra moved, seconded by Ald. Letcher to hold budget workshops from 8:00am to 10:30am on Saturday, March 10th and Saturday, March 24th.  Roll call vote/all yes/motion carried.

Ald. Letcher moved, seconded by Ald. Crosthwaite to approve a 6 month extension to the agreement between the City of Fulton and Whiteside County Senior Center, Inc.  Roll call vote/all yes/motion carried.

Ald. Letcher moved, seconded by Ald. Juist to adjourn.  Voice vote/all yes/motion carried.  The meeting adjourned at 6:16pm.
