B. Mr. Figge Water Utility Bill for 1709 4th Street
Summary: Due to pipe breaking in home water bills for the month of November ($173.91) and December ($191.26) amounting in a total of $365.17 has caused hardship on the owner. Mr. Figge was present at the last council meeting to plead his case to the Council. He has asked the council for monetary relief on his account. Both bills have already been paid in full through automatic deductions on Mr. Figge’s banking account.

C. Sale of Property to Justin Thoms (pages 13-19)
Summary: Updating that Mr. Thoms has signed the contract and put $1000 down in earnest money for the 2.191 Acres located on 22nd Avenue. Closing shall be on or before January 31, 2017. Pass Ordinance #1553 Authorizing the Sale of Municipally Owned Real Estate.

Summary: Revised flood plain drainage ordinance for the City of Fulton. This will allow Fulton residents to be eligible for the national flood insurance program due to the change in flood insurance maps of Whiteside County becoming effective on February 17, 2017.
