A. License to Use Space in a City Tract (pages 7-12)
Summary: Jessica Schmidt is desirous of using a designated part of City owned right away on the easterly portion of the Schmidt tract designated on Exhibit “A” for the specific purpose of constructing an approved fence and use as “yard only”.
B. Ordinance 1548 – Amending Chapter 131 Entitled “Seized and Impounded Vehicles” in Title XIII (pages 13-21)
Summary: Amending ordinance for the administrative penalty with the signage requirement.
C. $99,000 USDA Rural Development Grant (pages 22-32)
Summary: Discussion to consider options to fund a water main extension project to the 112- acre Industrial Center. Fulton received a $99,000 grant to extend a water main along IL Route 84 from 22nd Ave to 31st Ave. Final engineering estimates came in higher than projected, and Fulton currently lacks adequate matching funds to complete the project in the coming year. Fulton can request up to three years to complete the project.

A. Ordinance 1547 – To Amend the Minimum Fine for the Offense of Possession of Drug Paraphernalia (pages 33-34)
Summary: To reduce the fine from the sum of $750.00 to the sum of $300.00
B. Sale of land in the 112-acre Industrial Center
Summary: Eastern Iowa Propane wants to purchase 5 acres in the Industrial Park to locate a 30,000 gallon propane distribution facility to service their Illinois customers.
C. Zoning Board of Appeals (pages 35-41)
Summary: Eddie L. Wosoba, residing at 506 16th Avenue, Fulton, IL requesting a side yard setback of 5 feet for carport construction.
