Regular Meeting

1.         Call to order Council meeting for the City of Fulton.

2.         Roll Call

3.         Pledge of Allegiance

4.         Appointments – Mayor Wendy appointed Alderperson Mindy Burggraaf to the Economic Development Committee. (Alderperson Wilkin will step down from that committee as she is already on 2 other committees.)

            Mayor Wendy appointed Alderperson Burggraaf to the Marina Committee.

  • Approve Council Meeting Minutes from July 24. 2023 (pages 4-7)
  • Approve Bill List (pages 8-18)
  • Approve Treasurer’s Report (pages 19-26)

9.         Business

  • Motion to Approve

An Illinois certified police officer for a sign-on bonus.

Incrementally given out: $1,000.00 upon hire; $1,000.00 at 6 months; $1,000 after 1st year; then the final $2,000.00 being paid out at the end of the 2nd year.

  • Motion to Approve

Bus route trial with City of Clinton/Clinton MTA for the cost of $10,000.00 beginning on August 21, 2023, and ending on December 1, 2023. (pages 27-29)

  • Motion to Approve

As per previous years, Fulton Christmas Walk, Inc. to receive $2,000.00 from the City for the 2023 Christmas Walk. Fulton Fall Festival to receive $1,500.00 from the City for the 2023 Fall Festival.

Committee of the Whole - Discussion

  • Update from the Personnel Committee on the search for a new City Administrator.
  • Liquor License given to Dandelion Wishes (B License) it was granted because it was available.

      Liquor License given to Gatherings, Chuck Dykstra, (D License) also granted because it

      was available.

  • Where are we at with road and sidewalk replacements?
  • Dolan property sale complete, waiting for attorneys to set closing date, it will be soon.
  • Safety Committee – have you met regarding the Code Enforcement Officer requirements? How is it going?
  • Presentation from Terry Boonstra for shirts.
  • Signs coming into Fulton are in such disrepair. They reflect badly on our town when they are not updated. Fix them or set a short-term goal to replace them with digital signage. Let’s make a decision soon.
  • Where are we at with the bandshell and new restrooms at Drives Park?
