Budget Workshop Minutes

February 4, 2023

 

Regular Meeting

Mayor Ottens called the meeting to order at 8:00 a.m. On roll call, Alderpersons Brondyke, Mask, Nederhoff, VanKampen, King and Hunt were present. Alderpersons VanZuiden and Banker were absent. Staff present, were City Administrator Clark, Chief Neblung, and City Clerk Garibay.

The Pledge of allegiance was recited.

Business

Approve the Ordinance authorizing the City of Futon, IL to borrow funds from the Public Water Supply Loan Program. Alderperson Mask motioned, seconded by Alderperson Brondyke. No discussion. Roll call vote, 6 yes. Motion carried.

Budget Discussion

City Administrator Clark opened the budget discussion with the presentation of the budget worksheet binders. Each council person was given a binder with information pertaining to the balanced budget, treasurer report, tax levy ordinance, loan and bond payment schedules and information pertaining to the personal property tax, use tax and consumer price index.

Administrator Clark went through each budget line item for the entire city’s different funds. He stated that everything was balanced in the budget without borrowing from any reserves. Capitol items in water and sewer were discussed, with plans on getting quotes and interest rates for a backhoe and ¾ ton vehicle. A mower was also included in park capitals. He did make mention that there was a decline in water sales since households are conserving more water with updated appliances, lavatories, and water saving fixtures.

All contractual salary increases were included in the balanced budget, along with a health insurance increase of 3.5%.

Industrial center loan will be paid off with the sale of property to Dan Dolan for a cannabis grow facility. There will be a remaining surplus that will cover the road improvements in the industrial center.

All bond payments were included in the new budget, without having to tap into general fund and any other funds reserves.

There will be no increase for Fulton residents for a water and sewer increase this year.

Administrator Clark will get quotes for a loan for the marina in the amount of $150,000. This will take care of the additional dredging needed to keep the marina functional. He recommended a 7- or 10-year loan to cover the expense. All were more in agreement with the 10-year loan, with hopes of paying in full before the 10-year period.

Healthy funds per the Treasurer’s report were Video Gaming in the amount of $337,000 and the cannabis fund which is broke down into two separate accounts. For infrastructure there is $224,000 and $74,000 for council special projects.

With no further discussion at this workshop, Administrator Clark asked that the council review the budget in their own time and call him with any questions or suggestions for additional funding or projects.

Adjourn Meeting. Alderperson Brondyke motioned, seconded by Alderperson Hunt, all in favor, meeting adjourned at 9:05 a.m.
