Regular Meeting

Mayor Ottens called the meeting to order at 5:30 p.m. On roll call, Alderpersons Banker, Mask, VanKampen, Nederhoff and Brondyke were present. Alderpersons King, Hunt and VanZuiden were absent. Staff present, were City Administrator Clark, and City Clerk Garibay.

Recognition of Volunteers

The Council Chambers had a full house honoring Harlen and Betty Wiebenga for their dedication and many hours of service to the Fulton Food Pantry. They will be retiring after many years, and the city presented them with a small token of appreciation. Audience members gave words of appreciation and gratitude.

The Fulton Fun Crew, presented by Karrie Kinney, gave an update of past events they headed up, as in the “Fulton Fall Fest”, “Sip and Shop Event,” and commented on the fabulous Christmas Walk, even though it was not their event, it was a total success. They are currently working on details for future events. Their focus is getting residents involved with the community and pursuing younger families to move to the area.

They would like to thank the businesses, individuals, and city for their contributions to these events. Without all of you - this could not and would not happen. They are looking forward to many more in the future.

Presentations

Larry Russell and Chuck Dykstra gave a PowerPoint presentation on the future of the Drive’s Building Project.

The power point included visuals of the handicapped accessibility, community center and event facility. They will be able to host tourism related tours, from the river cruises that frequent in the summer months, cooling and warming center, senior center, school field trip events and much more.

The group would like the city to consider including them in the future “Street Scape” plan. Mr. Russell stated that the building is an attribute to the Windmill, Cultural Center, and Park. It will be able to host many events in conjunction with the city’s attractions.

He stated that recently they have received a grant from the State of Illinois, but it is a matching $350,000 grant. Therefore, they will need to raise another $350,000 from outside donations. Mr. Dykstra stated at one time they had a verbal agreement with the city and would like the city to consider giving funds for the cause. They would hope that the city would keep them in mind with the “Street Scape” project with new sidewalks and possible donation, along with individual contributions.

Consent Agenda

Approve consent agenda; approve council meeting minutes and from November 28, 2022, Treasurer’s Report and Bill List. Alderperson Mask motioned, seconded by Alderperson Brondyke. No discussion. Roll call vote, 5 yes, 0 no, motion approved.

Business

Approve Tax Levy Ordinance for the fiscal year commencing on the 1st day of May 2022 and ending on the 30th day of April 2023. Alderperson Banker motioned, seconded by Alderperson VanKampen. No discussion. Roll call vote, 5 yes, motion approved.

Approve the Ordinance Abating the Tax levied for the year 2022 to pay the principal and interest on Bonds 2012A, 2012B, 2019 and 2020. Alderperson Mask motioned, seconded by Alderperson Brondyke. No discussion. Roll call vote, 5 yes, motion approved.

Approve the Early American Crafter Contract. Alderperson VanKampen motioned, seconded by Alderperson Mask. Alderperson Mask commented that she was glad to see that the trolley expenditure was clarified in the contract. All agreed. Roll call vote, 5 yes, motion approved.

Moring Disposal

City Administrator stated that the Moring Disposal Company has been purchased by Republic. There should be no noticeable changes. You may see both Moring and Republic trucks doing the pickups. Republic assures the city that this will be an easy transition. All will stay the same.

There may be some alley pickups for individuals on 10th Avenue due to the hillside. This will be future negotiations. We will be putting out early and late set out times as a reminder on the utility bills.

ARPA Funds

Mayor Ottens handed out an informative sheet for what will be eligible. These must be improvements. ,City Administrator Clark recommends putting $200, 000 for infrastructure improvements, that would include the downtown renovation project. $100, 000 for the sidewalk project, that would lead to about another $140,000 for other special projects.

Alderperson VanKampen would like to see some of the monies go to a senior center.

Alderperson Mask stated that we are the only city that no longer accommodates seniors. Starting this month City Hall will be open the second Tuesday of each month from 9 am to 1 pm as an Aging & Disable Resource Center. This will continue until a new home for these services can be found.

Continued discussion will be continued in the future. City Administrator Clark will put this on the next agenda for clarification. This is a great start.

Alderperson Mask stated that Harbor Crest has been purchased by an individual construction company in Clinton, and it will be made into senior apartments.
