Regular Council Meeting Minutes
January 16, 2017

Mayor H. VanZuiden called the meeting to order at 5:29 PM and directed the City Clerk to call the roll. On roll call Mayor H. VanZuiden, Ald. Barbara Mask, Gene Field, Dan Nederhoff, Margaret Crosthwaite, Sue VanKampen, Wes Letcher and Mike VanZuiden answered present. Also in attendance James Rhoades (Chief of Police), Dan Clark (Public Works Director), Regina Lehman (Tourism Director), Amanda Fosdick (Treasurer), Dale Sikkema (Zoning Director) and Tammy Garibay (Deputy Clerk).

The pledge of allegiance was recited. Pastor Royann Mathews gave the invocation.

Visitors present at the meeting included Nick Moffitt (Clinton Herald), Jerry Lindsey (Fulton Journal) and Barb Suehl-Janis.

Mayor H. VanZuiden asked if there were any questions regarding items listed on the consent agenda. Items for consideration Approve Meeting Minutes from January 3, 2017, Approve Treasurer’s Report and Approve Bill List. With no questions Ald. Letcher motioned, seconded by Ald. Crosthwaite to approve the consent agenda. Roll call vote (7 yes).

Unfinished Business

Mayor VanZuiden made recommendation to update committee assignments by adding Mike VanZuiden to the Executive committee and Dale Sikkema to represent the City of Fulton on the Whiteside-Carroll County Enterprise Zone Management Organization. Ald. Mask motioned, seconded by Ald. VanKampen to add Mike VanZuiden to the Executive Committee. Roll call vote (7 yes). Ald. VanKampen motioned, seconded by Ald. Nederhoff to have Dale Sikkema represent the City of Fulton on the Whiteside-Carroll County Enterprise Zone Management Organization. Roll call vote (7 yes).

New Business

Ald. Letcher brought to councils attention about a complaint of all the trees being cut by the bike path and ballpark. During the tree cutting process a project for bats was removed. Director Clark said this was an Eagle Scout project from years ago and the boxes were rotted away. Ald. Letcher asked if some of the bat boxes could be replaced. Director Clark will look into it. With no further questions the council moved to the next item on the agenda.

Reports

Ald. Mask gave a report on the Fidelity/Drives Historic Building. She requested to add Chuck Dykstra to the project. There are two volunteers cleaning up the building to get it ready before tours. There is one window rotted that needs to be replaced. There are three grants in the works, currently focusing on one. At this point in time they are just asking for pledges, no money taken. Will be updated again in the future.

With no further business Ald. Field motioned, seconded by Ald. Crosthwaite to adjourn. With voice agreement the council adjourned at 6:00 PM.
