Council Meeting Minutes

January 23, 2023

 

Regular Meeting

Mayor Pro-Tem Brondyke called the meeting to order at 5:30 p.m. On roll call, Alderpersons King, Banker, Mask, Nederhoff, Hunt, and VanZuiden were present. Mayor Wendy Ottens and Alderperson VanKampen were absent. Staff present, were City Administrator Clark, Police Chief Neblung, Public Works Director Sikkema, City Treasurer Fosdick and City Clerk Garibay.

The Pledge of allegiance was recited.

Consent Agenda

Approve consent agenda; approve council meeting minutes from January 9, 2023, and the Treasurer’s Report. Alderperson Mask motioned, seconded by Alderperson King. No discussion. Roll call vote, 7 yes, motion carried.

Business

Approve Ordinance amending sections of the city code relating to penalties for violation of ordinances. Alderperson Mask motioned, seconded by Alderperson Hunt. Short discussion to follow. Chief Neblung explained the fee schedule included in the packet of current fines and future fines. All agreed. Roll call vote, 7 yes. Motion carried.

Approve Ordinance authorizing the City of Fulton to borrow funds from the Public Water Supply Loan Program. Alderperson VanZuiden motioned, seconded by Alderperson Hunt. Short discussion to follow. City Administrator Clark explained that this funding would be used for improving the water/sewer system, including painting the existing water tower. All agreed. Roll call vote, 7 yes. Motion carried.

Discussion

Industrial Center Road Completion – Administrator Clark explained that this would finish the road through the end of the Chase property. This would include blacktop to the end of the property. Rock would be all the way through. There will be approximately $120,000 left over from the Dolan sale.

Marina Dredging – Administrator Clark explained that there is currently $60,000 in Marina reserves to dredge a partial part of marina. They would like the council to approve a $150,000 loan that would be paid strictly from the marina fund to expand the dredging of the entire marina and allow for some other improvements, as in a portable dock and build an additional 100 feet of dock.

Administrator Clark will inquire about loan possibilities and interest rates. He will report back to the council.

Industrial Center Updates – none presently.

Reports Finance – Report Included in packet.

Economic Development – Report Included in packet. Latest development was that Angelo’s will be moving into that old “Springer’s Bar and Grill” building on 4th Street. Mid-March is the expected opening date. The new establishment will have a different name.

Personnel Committee –Report Included in packet. Hopes are to start advertising for the City Administrator position. All input is welcomed.

Parks and Recreation – committee met last week with attentions on Heritage Canyon.

Public Safety – N/A

Marina – Consensus of the council and administrator is to utilize the Tourism Director and social media to solicitate.

Zoning – N/A

Mayor’s Report – N/A

Aldermen Report – Alderperson Mask said that Jason Marcus will be at the next council meeting with a presentation of the former Harbor Crest Nursing Home improvements.

City Administrator Report – N/A

Chief of Police Report – Assault Weapons Ban (included in packet)

Public Works Director Report – Included in packet.

Tourism Report – N/A

Fulton Historical Society Report – Included in packet.

Adjourn Meeting. Alderperson King motioned; seconded by Alderperson Hunt, meeting adjourned at 6:00 pm. All in favor, meeting adjourned.
