Mayor Ottens called the meeting to order at 5:30 PM and directed the City Clerk to call the roll. On roll call Ald. Gene Field, Margaret Crosthwaite, Dan Nederhoff, Sue VanKampen, Barb Mask and Paul Banker. Ald. Mike VanZuiden and Keith King were absent. Also in attendance Randy Boonstra, Tammy Garibay, Dale Sikkema, Dave Bartels, Officer Hamilton.
Pledge of allegiance was recited; invocation was given by Randy Boonstra.
Visitors at the meeting included; John Rohlf, Daniel Nardini, Jane Luker, Andy Sokolovich, Dave Jones, Brett Wiersema, Michael Peters, Erin Cole, Zach Ratcliff.
Approve consent agenda; approve meeting minutes from January 13, 2020 and approve the Treasurer’s Report. Correction to last meeting minutes discovered by Ald. VanKampen, $1,800 for tourism was for the Visitor’s Guides, there are a lot of them. Ald. Mask motioned, seconded by Ald. VanKampen to approve the consent agenda. Roll call vote (6 yes, 2 absent).
Mayor Proclamation honoring JT Cullen for being awarded the Clinton Regional Development’s “Industry of the Year Award, 2019.” Mayor Ottens presented Dave Jones, Michael Peters and Brett Wiersema with Industry of the Year Award, 2019 and made January 27, 2020 JT Cullen Day in the City of Fulton.
Approve training for Devin Bly to attend a two-day Class in Geneva, IL to obtain a Class C/D water license. Ald. Mask motioned, seconded by Ald. Crosthwaite to approve training for Devin Bly to attend a two-day Class in Geneva, IL to obtain a Class C/D water license. Roll call vote (6 yes, 2 absent).
Ald. Crosthwaite motioned, seconded by Ald. Nederhoff to adjourn to the Committee of the Whole. Roll call vote (6 yes, 2 absent). The council entered the Committee of the Whole at 5:38 PM.
With no further discussion Ald. Field motioned, seconded by Ald. VanKampen to adjourn. With voice agreement the council adjourned at 5:54 PM.

- Public Input & Presentations
a. Proclamation for January 26 thru February 1, 2020- “School Choice Week” on next agenda
b. Proclamation recognizing January, 2020 as “Human Trafficking Awareness Month” on next agenda
c. Recommending to incorporate the IML’s sample policy as a model for cannabis in the work place- Ald. Mask asked for clarification on page 3-4 when an employee asks for help. Must make request prior to accident or drug test.
d. City Code 31.012 “Personnel Policy Manual” requires an annual review- a review has not been done in a couple years, can either review a couple sections each meeting or hold a work shop to get completed
e. Chief Bartels request to approve an Intergovernmental Cooperative Police Agreement with the City of Savanna- would cover if need assistance or assist them, same as agreement with Clinton, Camanche, etc.
f. Recommending an additional liquor license to apply to meeting facilities that can allow liquor to be served without sales- this will help city be aware of event, not expensive but would only allow beer and wine
g. Chief Bartels request to approve training for Sergeant Hamilton to attend IDEOA training in East Peoria from April 1-3, 2020- total cost of the conference is $380 to come from the Drug fund on the next agenda for approval

a. Budget/Finance- Met on 1/22/20 to analyze budget, council needs to make major decisions, far from a balanced budget.

e. Marina- Sanderson boat started sinking causing damage to dock, insurance company offered $15,00 for repairs but estimate for repairs is $30,000. Still working with insurance company to get dock repaired.

3. Mayor’s Report- Would like to second comment on budget, it is going to be a challenge to get balanced.
4. City Administrator’s Report- Would like to interview tourism candidate in the next week.
