Visitors present at the meeting included Nick Moffitt (Clinton Herald), Jerry Lindsey (Fulton Journal), Ed Ford, Noah Ford, Joel Ford, Barb Suehl-Janis and Mike Ottens.
Ald. Mask asked to make a correction to the meeting minutes from December 19th 2016. The amount of the property being sold to Justin Thoms is $32,865.
Mayor H. VanZuiden asked if there were any questions regarding the item listed on the consent agenda. Item for consideration Approve Meeting Minutes from December 19th, 2016. With no further questions Ald. Letcher motioned, seconded by Ald. to approve the consent agenda with the one correction. Roll call vote (7 yes).
Travel Entertainment Policy Resolution has been revised by Attorney Shirk. He explained to the council the few changes made to improve the policy based on the cities needs. With no further questions or concerns Ald. Mask motioned, seconded by Ald. Letcher to approve the Travel Entertainment Policy Resolution including the changes made by Attorney Shirk. Roll call vote (7 yes).
Mr. Figge requesting a refund for his water/utility bill for November and December. He had a pipe break in the home causing the water bill to be higher than normal during both of those months. The City of Fulton has a policy in place if the bill for one month is over $300 they will not charge any more than the $300. Unfortunately his bills did not exceed $300 separately, which does not qualify for a break on either of the bills. With no further discussion the council moved to the next item on the agenda.
Sale of property to Justin Thoms located on 22nd Avenue. Mr. Thoms has signed the contract and put $1,000 earnest money for the 2.191 acres. Closing shall be on or before January 31, 2017. In order to sell the property the council needs to approve ordinance #1553. With no further questions or concerns Ald. Letcher motioned, seconded by Ald. Mask to approve ordinance #1553 Authorizing the Sale of Municipally Owned Real Estate. Roll call vote (6 yes, 1 no).
A Flood Plain Ordinance has been revised for the City of Fulton. This allows Fulton residents to be eligible for national flood insurance due to the change in flood insurance maps of Whiteside County effective February 17, 2017. The Flood Plain Ordinance meets the requirements for FEMA and the State of Illinois. With no further questions Ald. Mask motioned, seconded by Ald. Crosthwaite to approve the Flood Plain Ordinance. Roll call vote (7 yes).
Public Works Director Clark did not have anything new to report.
Chief of Police Rhoades reported high call rates during the holidays.
With no further business Ald. Mask motioned, seconded by Ald. Field to adjourn. With voice agreement the council adjourned at 5:52 PM.
