City Council Meeting Minutes May 18, 2015

MAY 18, 2015

Mayor Russell called the meeting to order at 5:30 PM and directed the city clerk to call the roll. On roll call Ald. Barb Mask, Gene Field, Dan Nederhoff, Sue Van Kampen, Len Janis, Mike Van Zuiden, and Howard Van Zuiden answered “present.” Ald. Margaret Crosthwaite was absent. Also in attendance was Ed Cannon- City Administrator, Melissa Wiebenga- Tourism/Community Services Director, James Rhoades – Chief of Police, and Amanda Fosdick- City Treasurer.

The pledge of allegiance was recited. No invocation was given.

Dan Hager, owner of D’s Smoking BBQ & Catering, explained to the Council his plan to set up his 28 ft. trailer with serving window in the vacant lot located downtown across from the RFCC at the corner of 10th Avenue and 4th Street. Mr. Hager asked how he could get electricity and water there. Mayor Russell said there are no utilities at that lot so it’s something he’d have to discuss with ComEd. Mr. Hager would serve food Tuesday-Sunday 11AM- 6PM through the summer months except for weeks that they would be at fairs. Ald. Mask said an ordinance would have to be passed for him to set up there. Overall, the Council was excited about having a food vendor downtown. Administrator Cannon added that he was a concerned about the terrain on that lot. It should be leveled to be safe for pedestrians. Mr. Hager thanked the Council for their input and suggestions.

Mayor Russell asked if there were any questions or comments on the last regular meeting minutes. With no further discussion Ald. Howard Van Zuiden motioned, seconded by Ald. Van Kampen to approve the May 4, 2015 Regular Council Meeting minutes. Roll call vote/ 7 yes, 1 absent/ motion carried.

Mayor Russell asked if there were any questions on the bill list. Ald. Mask questioned a $1500 charge for a table and Administrator Cannon clarified that it was for two tables. Ald. Field asked about the $27000 payment to Beckwith Roofing for the RFCC and Administrator Cannon said that they needed half for the down payment. With no further comments Ald. Howard Van Zuiden motioned, seconded by Ald. Mike Van Zuiden to approve the bill list. Roll call vote/ 7 yes, 1 absent/ motion carried.

Mayor Russell asked if there were any questions on the Treasurer’s Report. After a brief discussion, Ald. Van Kampen motioned, seconded by Ald. Field to approve the Treasurer’s Report. Roll call vote/ 7 yes, 1 absent/ motion carried.

The first item for consideration, Mayor Russell explained the Proclamation of American Cancer Society Relay for Life Day in Whiteside County. He will be attending the twentieth annual Relay for Life event in Rock Falls on June 13th. Ald. Mask motioned, seconded by Ald. Howard Van Zuiden to approve the Proclamation. Roll call vote/ 7 yes, 1 absent/ motion carried.

Second, the Fulton Chamber is requesting closure of all streets west of 2nd street between 9th and 11th Avenues between the hours of 5:00- 9:00PM on June 11, 2015 for Fulton Summer Nights event. Administrator Cannon added that this year they will use tables from the Community Center instead of picnic tables. Ald. Mask motioned, seconded by Ald. Mike Van Zuiden to approve the street closure for June 11th Summer Nights event. Roll call vote/ 7 yes, 1 absent/ motion carried.

Administrator Cannon explained that the Council approved amending Fulton’s municipal code to allow consumption of alcoholic beverages during special events at the May 4, 2015 Council meeting and a draft ordinance was included for consideration. Administrator Cannon explained that amending Chapter 111 Entitled Alcoholic Beverages in Ordinance 1524 would allow the sale, possession, and consumption of alcoholic beverages on public property during sanctioned and approved public events. The ordinance also stipulates the City Council shall establish rules and regulations as well as an application license fee. Ald. Field motioned, seconded by Ald. Van Kampen to approve amending Ordinance 1524. Roll call vote/ 6 yes, 1 no, 1 absent/ motion carried.

Administrator Cannon said that the staff has had two meetings deciding on rules and regulations for sale, possession, and consumption of alcoholic beverages during city-sanctioned public events. The staff recommended an attached list of rules and regulations and is also preparing an application form and a release and identification waiver. The Council reviewed the list of rules with Julie Meiners and other Blessing of the Biker event coordinators who were present at the meeting. Mayor Russell explained that the Council would be flexible with these rules for this event since they are still developing them. Mrs. Meiners had questions regarding street closure times and accommodations for food vendors. Mayor Russell suggested she continue to work out the details with Chief Rhoades and others involved. Mrs. Meiners also shared with the Council that Dollar General made a large donations of toys to ABATE. ABATE would like to donate some of the toys to Fulton Summer Night events. Mrs. Meiners thanked the Council and Chief Rhoades again for working with them on this event and going forward.

Mayor Russell voiced his concern about the intern, Erin Wessels, which was hired to work under Tourism/Community Services Director, Melissa Wiebenga. Mrs. Wiebenga said she simply doesn’t have much for Ms. Wessels to do since she is wrapping up her projects before her departure. Mayor Russell understood there wasn’t much Mrs. Wiebenga could do but wants to know how they could still utilize Ms. Wessels since she moved back home for this summer job. Ald. Mask said with all the upcoming events between her and the Luker’s they could involve Ms. Wessels. Mayor Russell continued to review his written report which contained a proposed reorganization of Committee Structure. TCS Director Wiebenga suggested the Tourism Committee be renamed to the Amenities Committee.

Administrator Cannon included a written report. He also added that Traci West has agreed to volunteer part-time as the Tourism/Community Director until a replacement for Mrs. Wiebenga is hired. Mrs. West will begin training with Mrs. Wiebenga Tuesday, May 19th.

Ald. Mask handed out a recap to the Council of Dutch Days 2015 and discussed the results.

Ald. Field announced that Friday, May 22, 2015 at 6:00PM there will be a dedication for the Veterans Memorial. Also, Monday, May 25, 2015 at noon there will be another service held at there.

Chief Rhoades reported that the Recreation Board Baseball/Softball parade went great and it was good to see so many young kids and families attending.

Melissa Wiebenga, Tourism/Community Services Director, said she is wrapping up all of her projects and that this is her last meeting she will be attending. Administrator Cannon thanked her for her hard work and said she will be missed.

With no further business, Mayor Russell declared the meeting adjourned at 7:19PM.
