Public Hearing


Pro Tem Mayor VanZuiden opened the Public Hearing and asked if anyone would like to make a comment on the proposed 2019/2020 Budget. With no comments the Public Hearing was closed at 5:30 PM.


Regular Council Meeting


Pro Tem Mayor VanZuiden called the meeting to order at 5:30 PM and directed the City Clerk to call roll. On roll call Ald. Mike VanZuiden Gene Field, Margaret Crosthwaite, Dan Nederhoff, Barb Mask, Paul Banker, Sue VanKampen, and Keith King. Also in attendance Randy Boonstra, Bill Shirk, Dave Bartels, Tammy Garibay, Debi Ervin, Dale Sikkema, Amanda Fosdick, Adam Wherry, Jake Willging and Dan Clark.


Pledge of allegiance was recited; invocation was given by Wayne Wiersema.


Visitors at the meeting included; Daniel Nardini, Diane Willging, Tasha Willging, Paul Willging, Abbie Bush, Amber Bush, Aaron & Sarah Bush, Matt & Sarah Mitchell, Mike Easley, Bobby Jones and Chuck Dykstra.


Approve consent agenda; approve meeting minutes from April 8, 2019 and approve treasurer’s report. Ald. Nederhoff motioned, seconded by Ald. King to approve the consent agenda. Roll call vote (8 yes).


Business


Approve the 2019/2020 City of Fulton budget. Ald. Crosthwaite motioned, seconded by Ald. Nederhoff to approve the 2019/2020 City of Fulton budget. Roll call vote (8 yes).
City Clerk swear in Jake Willging as Police Officer.


Approve renewal of lease with Nathan Smith for the Marina Repair Facility. Ald. VanKampen motioned, seconded by Ald. King to approve the lease renewal with Nathan Smith for the Marina Repair Facility. Roll call vote (8 yes).


Request from REC League to allow sale of liquor on Opening Day May 5, 2019. Will not vote on as they also need state permit and there is not enough time. Ald. Mask asked if individuals are normally allowed to drink alcohol at baseball parks, no they are not. Would have to ask for request such as this and get permit from the state.


Ald. Crosthwaite motioned, seconded by Ald. VanKampen to adjourn to the Committee of the Whole. Roll call vote (8 yes). The council entered the Committee of the Whole at 5:38 PM.


Ald. King motioned, seconded my Ald. Mask to enter closed session to discuss personnel and the sale of property. Roll call vote (8 yes). The council entered closed session at 6:30 PM.


Ald. Mask motioned, seconded by Ald. King to exit closed session. Roll call vote (8 yes). The council exited closed session at 6:50 PM.


With no further discussion Ald. King motioned, seconded by Ald. Nederhoff to adjourn. With voice agreement the council adjourned at 6:51 PM.

Committee of the Whole
April 29, 2019


1. Public Input & Presentations
a. Request to approve annual “Blessing of the Bikes” for downtown Fulton in June- City must pass and need to obtain state permit. State permit can take 2-3 weeks.
b. Request to approve 1st Annual Rib fest in 1100 block of 4th Street on June 15 from 2-8 PM- Paddlewheel and Johnnie’s will be participating in the rib fest as well. They will have a band outside and serve food outside. Need to confirm if all 3 businesses need a state license or just 1.
c. Proposal to amend Fence Ordinance- Dale Sikkema obtained ordinances from other cities to create one for Fulton, it is included in the packet. Will go to the zoning board next for approval.
d. Audit RFP/Finance Committee and Administrator recommend approval of a 3-year contract with Wipfli- Sent out six requests for bids only received two back. The difference between the two was $500, suggest staying with same company. Put on next agenda for approval.
e. Approve sale of kitchen equipment to the Fulton Historical Society- Attorney Shirk will be putting together document for sale. Review at next meeting.
f. Whiteside County Economic Development video- Will watch at the next meeting, will place on Fulton website for others to view.
g. Proposal to add 2nd retention ponding area in the 6th Avenue Condo Development- Working with developer JBR to make retention ponding area deeper. Would like to make this similar to the Presbyterian Church, water would collect and soak in. Putting plans together to be discussed at the next meeting.
h. Request to construct a north entrance to the City Hall parking lot- This would make it easier to get in and out of the lot. Only parking spot lost would be one on the road and would give better visibility.
i. Request to remove digital sign from KT Fitness Building- Ask discussed at a previous meeting it cannot be repaired, just take down.
j. SBDC in Fulton (Program to assist entrepreneurs and new small business owners)- This person will be using an office in the township building, coming 1 day a week as long as free office to use. Can help small businesses start up as well as current businesses.
k. Update on selling of Avenues-
l. Request from PD for Officer Hamilton to attend training on May 16, 23 and 30, 2019 in Freeport, IL- This is for K9 training, only cost is per diem for food. Put on next agenda for approval.
m. Street Plan for 2019- Would like to proceed with projects for the year, looking into tax grants and bonds.
n. Recommendation from Attorney Shirk to pass a “use of unofficial email accounts and text messages for work-related communication” ordinance- Will be discussed at the next meeting.

a. Finance Committee- Minutes included, Ald. Mask glad to hear reviewing GE stock.

5. Aldermen Reports- Ald. Mask reported Dutch Days is coming up (45th Festival), speaker will be on Sunday. Ald. VanZuiden asked the council the status on putting in the new playground equipment at the Klooster Memorial Park. Director Clark confirmed we have the equipment sitting at the Public Works Building and would like to get started putting it in. Ald. Mask said they have had a meeting with neighbors, looking to put equipment on different lot. Ald. Mask did not believe the council determined where the equipment would be located. City Clerk pulled up meeting minutes from December 10, 2018, minutes read approve purchase playground equipment from Park and Play for Wooden Park/Klooster Memorial Park. Ald. VanZuiden would like to move forward with already approved motion.


6. Public Works Director- N/A Looking into grant for reimbursement of Progress Dr. in the amount of $95,511.


7. Police Chief- N/A


8. Tourism Coordinator- Channel 4 News is featuring Fulton every night this week at 6 and 10 PM.

10. Adjourn- Ald. Crosthwaite motioned, seconded by Ald. King to adjourn back to the regular meeting. Roll call vote (8 yes). The council adjourned at 6:29 PM.
