Regular Council Meeting
February 26, 2018

 

Mayor Ottens called the meeting to order at 5:30 PM and directed the City Clerk to call roll. On roll call Mayor Ottens, Ald. Mike VanZuiden, Gene Field, Margaret Crosthwaite, Dan Nederhoff, Sue VanKampen, Barb Mask, Keith King and Paul Banker. Also in attendance Randy Boonstra, Bill Shirk, Dwayne Hamilton, Tammy Garibay, Amanda Fosdick, Dan Clark and Dale Sikkema.


The pledge of allegiance was recited. Invocation was given by Pastor Jon Byker.


Visitors at the meeting included; Chuck Dykstra, Elsie Foster, Sandra Foster, Evelyn Medenblik, Jan Olson, Irma Bland, H. Wiebenga, Richard Farwell, Bea Farwell, Charlene Johnson, Harold & Helen Smith, Klink Kettler, Roy & Mary Jo Nelson, Kris Schmidt, Wyatt Heyveart, Ronald Bowman, Diane Arnold, Bob Whitten, Jacqueline Covey, Neal & Jane Luker, Barb Janis, Josh Proud, Kyle Kopf, Carol Kaulk, David James, Don Wilson, Judy Holesinger.

Chuck Dykstra on behalf of the Fulton Retail Development Group introduced David James the owner of the new restaurant coming to downtown Fulton. Mr. James plans on offering a full menu and hopes to be open by April. Ald. Mask asked what types of sides will be offered, Mr. James said it has not been finalized but approximately 9 different side options will be available. Bob Whitten asked if there will be any vegan options, Mr. James said yes there will be vegan options as his wife was a vegan for a while. The hours for the restaurant will be 4-10 PM with possible lunch time on the weekends.

Kris Schmidt introduced himself as the candidate for Sherriff, he has worked with the Whiteside County Police since 2001. He is aware of all the drug issues in the county especially Fulton and plans to work on this issue once elected Sherriff.


Mayor Ottens asked if there are any questions on the consent agenda; approve council meeting minutes from February 12, 2018 and approve the treasurer’s report. With no questions or concerns Ald. Field motioned, seconded by Ald. VanKampen to approve the consent agenda. Roll call vote (8 yes).


Business


Ordinance adopting the franchise agreement between the City of Fulton and Mediacom. Attorney Shirk pointed out the form in the packet did not have the percentage listed, should say 5%. In this ordinance Ch. 1-14 are not applicable could be eliminated or replaced in the future. Ald. King motioned, seconded by Ald. Mask to approve the Mediacom Franchise Agreement Ordinance with the 5% added. Roll call vote (8 yes).


Consider the relocation of the Kiwanis Ball Park Fields. By making this motion is will allow the proper authorities to run numbers on cost. Ald. Nederhoff asked for a map showing where the fields will be located as well as additional parking. Ald. VanKampen would like the publics opinion on the matter but does not want an RV Park to replace the old fields. Barb Janis stated after 70 years why would you move the fields, no kids have been hit, does not like the idea of a RV Park and need to get the opinion of the community.


Approve resolution for maintenance of streets and highways by municipality under the Illinois Highway Code. The 2018 appropriated MFT Tax Fund amount is $71,636, this amount decreases as the population decreases. Ald. Mask motioned, seconded by Ald.

Nederhoff to approve the resolution for maintenance of streets and highways under the Illinois Highway Code. Roll call vote (8 yes).
Accept marina donation for the Rod Boelkin’s Memorial Pavilion. This is subject to design approval by the City of Fulton. It is asked to waive the building permit fee as this a non-profit. Administrator Boonstra suggests the memorial set aside money for future repairs that may occur. Ald. Field motioned, seconded by Ald. VanKampen to approve marina donation for the Rod Boelkin’s memorial pavilion. Roll call vote (8 yes).


Ordinance directing the sale of certain real estate owned by the City of Fulton. Offer to the land owners located on 4th and 5th Ave and 9th and 10th Street surplus property. Ald. King motioned, seconded by Ald. Crosthwaite to direct the sale of certain real estate owned by the City of Fulton. Roll call vote (9 yes).


Ald. Crosthwaite motioned, seconded by Ald. King to enter closed session to discuss the sale or purchase of property. The council entered closed session at 5:52 PM. Roll call vote (8 yes).


Ald. VanZuiden motioned, seconded by Ald. King to exit closed session. The council exited closed session at 6:01 PM. Roll call vote (8 yes).


Approve option to purchase agreement in the Fulton Industrial Center. Ald. King motioned, seconded by Ald. VanKampen to approve Randy Boonstra City Administrator to negotiate with Geronimo Energy in the Fulton Industrial Center. Roll call vote (8 yes).


Ald. Mask motioned, seconded by Ald. VanKampen to adjourn to the Committee of the Whole. The council adjourned at 6:05 PM.

1. Public Input- N/A


2. Andresen Center Presentation- Kyle Kopf informed the council Jason Snyder will be building the pavilion at the nature center, the build will be 20x28 ft. Kyle provided a picture showing materials that will be used. Also would like to make a couple changes inside the nature center, removing closets and turn them into shelving for displaying items. Put this on next agenda for consideration.


3. Auditing Firm, Wipfli LLP- Ald. Nederhoff suggested checking rates with other firms. Estimated cost is $20,000.


4. Resolution- Thank individuals for generous monetary donations for the cleanup of Heritage Canyon after the devastating water destruction last summer. Would like to thank the Fritz’s, Clancey’s, Christiansen’s and Drolema’s for their help.


5. Committee Chair Reports


• Budget/Finance Committee- met Saturday morning, went over income, looking to set wages
• Public Property- N/A
• Public Safety- N/A
• Parks & Recreation- Ald. VanKampen discussed some ideas with Admin. Boonstra
• Marina- N/A
• Zoning- FEMA offers flood insurance through government at a discount, only 8 people in the town of Fulton have flood insurance. It usually costs an individual $300-500 annually.
• Economic Development0 N/A


6. Mayor’s Report- Looking to appoint Josh Proud to the Zoning Board of Appeals at the next meeting. Would like to have Non Whitten be chair of an adhoc committee to study a marina RV park and Sue VanKampen to be chair of an adhoc committee to study a dog park.


7. Aldermen Reports- Ald. VanKampen was able to ride along with Police Officer Leitzen, if any one else has the opportunity do it.


8. City Administrator- information included on page 12 of packet. Also mentioned meeting with Darwin Olsen about the property on 3rd Ave, currently tearing down trees and brush. Would like to set up a controlled burn day, let neighbors know about it ahead of time. City Administrator will set it up with Mr. Olsen. River City Custom Woodworking was bought by Horizon, Nick Leonard is working between the location in the Quad Cities and Fulton.

10. Police Chief- Not present, Officer Hamilton present


11. Tourism Coordinator- not present


12. Drive’s Building Presentation- The group interested in renovating the Drive’s building would not buy the building want to have public-private partnership. Mayor Ottens asked why would we save the old building when the city would not use the entire space, instead could have new building to serve the communities functions. Would like the City Admin to come up with alternative options for the building/property. Ald. Nederhoff asked who voted yes to taking the building? Field? Crosthwaite? Taxpayers need to know tear down of building could cost $350,000-475,000. Mayor Ottens would like to tear down the building and have a community plaza with a one level building, stage and pavilion.


13. Ald. Field motioned, seconded by Ald. VanZuiden to enter closed session to discuss personnel and purchase or sale of property. The council entered closed session at 7:43 PM. Roll call vote (7 yes, 1 absent). Ald. Field motioned, seconded by Ald. King to exit closed session. The council exited at 8:03 PM. Roll call vote (7 yes, 1 absent).


14. Adjourn- Ald. VanKampen motioned, seconded by Ald. King to adjourn back to regular council meeting. Roll call vote (7 yes, 1 absent).
