City Council Meeting Minutes - March 11, 2019

Regular Council Meeting
March 11, 2019

 

Mayor Ottens called the meeting to order at 5:30 PM and directed the City Clerk to call roll. On roll call Mayor Ottens, Ald. Gene Field, Margaret Crosthwaite, Dan Nederhoff, Barb Mask, Paul Banker, Sue VanKampen, and Keith King. Ald. Mike VanZuiden was absent. Also in attendance Randy Boonstra, Bill Shirk, Dave Bartels, Tammy Garibay, Debi Ervin and Dan Clark.


Pledge of allegiance was recited; invocation was given by Kevin Verhoven.


Visitors at the meeting included; Jacob Mosbeck, Matt & Sarah Mitchell, Charles Dykstra, Beth Stoltz and Daniel Nardini. Chuck Dykstra wanted to let council know he is in support of the update of trash cans with Moring, was against previously but is all for the change now due to the amount of recycling that blows right out of the container.


Approve Consent Agenda as presented; approve meeting minutes from February 25, 2019 and approve Bill List. Ald. King motioned, seconded by Ald. VanKampen to approve the consent agenda. Roll call vote (7 yes, 1 absent).


Business


Approve renewal of contract for Tourism Coordinator. Ald. King motioned, seconded by Ald. Crosthwaite to approve renewal of contract for Tourism Coordinator. Roll call note (7 yes, 1 absent).


Approve signing a letter of intent with ESG to conduct appraisal of city wide facilities and equipment. Ald. King motioned, seconded by Ald. VanKampen to approve signing letter of intent with ESG. Roll call vote (7 yes, 1 absent).


Approve proposed updates to the Employee Handbook. Ald. King motioned, seconded by Ald. VanKampen to table the decision until a future meeting. Roll call vote (7 yes, 1 absent).


Approve Junior Achievement Proclamation. Ald. Crosthwaite motions, seconded by Ald. Nederhoff to approve the Junior Achievement Proclamation. Roll call vote (7 yes, 1 absent).


Ald. King motioned, seconded by Ald. Crosthwaite to adjourn to the Committee of the Whole. Roll call vote (7 yes, 1 absent). The council entered the Committee of the Whole at 5:38 PM.


Ald. Field motioned, seconded by Ald. Crosthwaite to enter closed session to discuss Personnel and Sale of Property Roll call vote (7 yes, 1 absent). The council entered closed session at 6:04 PM.
Ald. Mask motioned, seconded by Ald. King to exit closed session. Roll call vote (7 yes, 1 absent). The council exited closed session at 6:14 PM.


With no further discussion Ald. Mask motioned, seconded by Ald. King to adjourn. With voice agreement the council adjourned at 6:15 PM.

Committee of the Whole
March 11, 2019


1. Public Input & Presentations
a. Proposal or new copier lease- Handout providing prices for two different options of lease renewal. Still gathering more information, Admin. Boonstra will get back to the council.
b. Propose for approval Matt Huizenga from Public Works attend training. The class is free, room is $67 and meals $70. Put on next agenda for approval.
c. Propose to amend ordinance to prevent parking along 4th Street from 16th Ave to 24th Ave- Having an issue with people parking on the bike path as well as plowing snow across it. This is hard on the path so suggesting to put up no parking signs on that side of the street to prevent this from happening. Chuck Dykstra also has some no parking suggestions, provided green handout to show where current signs are located and where he believes signs should be added. This recommendation would add signs for no parking 2-6 AM just like other signs in the downtown area.
d. 2019-2020 Budget Draft- Reminder this is just a draft. We are currently showing a deficit; we must work through the details on Saturday during workshop. Ald. Nederhoff told the council they would have the total city debt to discuss at the workshop.

3. Mayor’s Report- Will be reviewing committees, making changes. Aldermen please let the Mayor know what committees you would like to be/stay on.


4. City Administrator’s Report- included in packet


5. Aldermen Reports- N/A


6. Public Works Director- There is still salt left.


7. Police Chief- Officer Simpson has been off due to an injury but should be returning on the 18th. Today is Woz’s 2nd Birthday, Happy Birthday Woz!


8. Tourism Coordinator- Staying busy, getting ready for summer. Looking to get highway mural touched up before the 100th year anniversary.


9. Adjourn- Ald. King motioned, seconded by Ald. VanKampen to adjourn back to the regular council meeting. Roll call vote (7 yes, 1 absent). The council returned to the regular councilmeeting at 6:04 PM.
