Mayor Ottens called the meeting to order at 5:30 PM and directed the City Clerk to call roll. On roll call Mayor Ottens, Ald. Randy Boonstra, Gene Field, Margaret Crosthwaite, Dan Nederhoff, Sue VanKampen, Barb Mask, Keith King and Paul Banker. Also in attendance James Rhoades, Dale Sikkema, Amanda Fosdick, Randy Balk and Tammy Garibay.
The pledge of allegiance was recited. The invocation was given by Pastor Wayne Wiersema.
Visitors at the meeting included Dean Brackemyer, Lisa McCarthy, Helen Smith, Harold Smith, Harvey Geertz, Kyle Kopf and Jacqueline Covey.
Presentations
Aiden Steinhauer is looking to do his Eagle Scout project at the Andresen Nature Center. Aiden was not present at the meeting due to a soccer game that was scheduled when rained out on Saturday. Aiden is looking to build a shelter and path. Kyle Kopf is asking if the council needs to approve this kind of project before decisions are made. The council is needing to approve the shelter, location and size. Mayor Ottens and Ald. Mask asked this item be put on the next agenda for approval, however the next meeting is not for 3 to 4 weeks. Ald. Mask motioned, seconded by Ald. Crosthwaite to approve putting up a picnic shelter at the Andresen Center. Roll call vote (8 yes). The location and size will be discussed and approved at another council meeting.
Mayor Ottens asked if there are any questions on the consent agenda; Approve Meeting Minutes from October 2, 2017, Approve the Bill List and Budget to Actual. Ald. VanKampen asked about an item on the bill list Chad Behrens, he is an electrician hired for service in the Public Works Department. Ald. Mask asked what type of police cage was purchased, Chief Rhoades clarified the cage is for a police car. Ald. Boonstra motioned, seconded by Ald. VanKampen to approve the consent agenda. Roll call vote (8 yes).
Business
Needing to extend the agreement with the Historical Society. The agreement will remain the same, it has been expired for some time and need to remember to renew in the future. Ald. Boonstra motioned, seconded by Ald. VanKampen to approve the Historical Society Extension Agreement. Roll call vote (8 yes).
The marina committee is requesting for additional funds for dredging at the Marina. Additional dredging to be completed could cost up to $30,000. Suggest using funds from the Marina reserves to pay for the dredging. Ald. Mask motioned, seconded by Ald. Nederhoff to approve additional funds from Marina reserves to have dredging completed. Roll call vote (8 yes).
The Fulton Township is requesting a Special Use Permit to allow a cemetery restorer in residence by hooking his RV up to the sewer adjacent to the cemetery maintenance building. Zoning member Dean Brackemyer is concerned as to how the RV will fit next to the building or how close it will be to the road. Dale Sikkema has not been given an exact length of the RV so hard to tell how it will fit along the building. Ald. Boonstra believes we should allow another government entity this special use permit, the restorer is doing good things. Mayor Ottens asked if this is a benefit to community. Ald. VanKampen said the neighbors are not keen on the idea of having the RV parked in the neighborhood. Instead of granting permit for 2 years just grant to end of year and see how it goes. Ald. Field motioned, seconded by Ald. Boonstra to approve the Special Use Permit from today until November 30, 2017. Roll call vote (7 yes, 1 no).

• Budget Committee- N/A
• Public Property Committee- Sat down with the Martin House Committee to discuss what is going on. Looking to remove summer kitchen, repair brick walls, fixes on the main floor and some structure repair. Renaissance Renovation gave an estimate for the repairs which came in at $3,000.
• Public Safety- N/A
• Parks & Recreation- N/A
• Marina- N/A
• Zoning- Dale Sikkema included the information on the Whiteside County Enterprise Zone. A majority of the other cities in the area have their mayor or City Administrator attend this meeting.

3. Mayor’s Report
a. TCEDA- Lisa from TCEDA was present to give an update on how they use the city’s money. Currently there are two potential companies looking to buy land in the area and specifically in Fulton. Were able to help Neumiller Farms get a 0% loan through the Coop. They continue to grow Build It, Grow It and looking for a city to provide a space for 20-22 people to hold the meetings. Lisa is asking the City of Fulton renew dues at $2,000 instead of the $1,000 paid last year.
b. CRDC- At the next meeting the CRDC will be asking for dues, last year the City of Fulton paid $500.
c. Liquor License- Mayor Ottens spoke with Kathy from Manny’s letting her know the city is going to do some research over the next 3-4 months. The city is not wanting to make a decision until they know more information.
4. Aldermen Reports- Ald. Mask provided a handout on video poker money that went to Fulton County instead of the City of Fulton. The City of Fulton has been receiving funds since February. Ald. VanKampen said the employees of Krumpet’s need to be recognized as they donated their wages to help Puerto Rico. Ground breaking for Bear Development will be Wednesday October 25, 2017 at 11 AM.

6. Police Chief- Police department continues to stay busy, #’s continue to rise, included graphs for review.
7. Closed session- Ald. Boonstra motioned, seconded by Ald. Field to enter closed session to discuss personnel and properties. Roll call vote (8 yes). The council entered closed session at 6:45 PM.
8. Return to Open Session- Ald. King motioned, seconded by Ald. Crosthwaite to exit closed session. Roll call vote (8 yes) The council exited closed session at 7:45 PM.
9. Adjourn- Ald. King motioned, seconded by Ald. VanKampen to adjourn. With voice agreement the council adjourned at 7:48 PM.
