Special Called Council Meeting and Budget Workshop
Monday February 27, 2017

Pro Tem Mayor VanKampen called the meeting to order at 5:30 PM and directed the city clerk to call the roll. On roll call Ald. Barbara Mask, Gene Field, Dan Nederhoff, Margaret Crosthwaite, Sue VanKampen, and Wes Letcher answered, “present.” Mike VanZuiden and Howard VanZuiden were absent. Also in attendance were Regina Lehman (Tourism & Community Services Director), Tammy Garibay (Deputy Clerk), Dan Clark (Public Works Director), James Rhoades (Chief of Police), Jeremy Leitzen (Police Officer) and Dwayne Hamilton (Police officer).

The pledge of allegiance was recited.

Visitors at the meeting included Chuck Dykstra and Nick Moffitt.

First item for consideration is the Insurance Committee Presentation and Recommendation. Regina explained the recommendation for insurance for city employees. The current plan is partial self-funding and the city paid back employees for medical expenses. Currently the city has paid out over $19,000 and had budgeted for $24,800 but not sure where the money is being held. The new plan would cost and extra $4590 to the city above the budgeted cost and employees would be making a larger contribution than last year. Ald. Crosthwaite explained United Health Care is the best option and is comparable to the other options. In order to pay for the extra $4590 the city can take funds from the insurance side fund to pay for the difference. Ald. Mask motioned, seconded by Ald. Nederhoff to approve the United Health Care Insurance recommended by the Insurance Committee. Roll call vote (6 yes, 1 absent).

Second item for consideration is the 2017/2018 Budget Workshop. Regina presented options for the RFCC. The handout provided included all the income and expenses. Ald. Mask motioned, seconded by Ald. Nederhoff to increase the utility tax by 2.5%. Roll call vote (5 yes, 1 no, 1 absent). Dan Clark to make adjustments to budget with the 2.5% increase so the council can decide the rest of the budget at the next meeting. Ald. Nederhoff believes after the council has decided on the budget we need to start looking to next year. With no further discussion Ald. Crosthwaite motioned, seconded by Ald. Letcher to adjourn. With voice agreement the council adjourned at 6:25 PM.
