Chairman Rich Kummerer called the meeting to order at 6:30 PM and directed the City Clerk to call the roll. On roll call David Murphy, Jason Brewer, Rich Kummerer, Josh Proud and Linda North. Brad Huizenga and Tom Henschel were absent. Also present Dale Sikkema, Mayor Ottens, Jeff Soenksen, Dan Dolan, Corey Council, Kyle Folk and Russell Holesinger.

The pledge of allegiance was recited.

Communication from visitors on recreational cannabis; Kyle Folk has done research on zoning for sale of recreational marijuana and recommends the Zoning Board review suggestion of 1500 feet from a school, park, etc. Russell Holesinger, lawyer in town would like to echo what Kyle Folk has stated and recommends a distance of 1500 feet between the sales of recreational marijuana and the school, particularly the preschool and bus barn which would be the closest. Jeff Soenksen, The Dispensary manager, asks the Zoning Board for reasonable zoning, not 1500 feet. Would suggest 1,000 feet as reasonable, currently nothing set by state. Dan Dolan, The dispensary owner and property owner, made an investment in the community and makes donations to local Fire Department, Police Department, Food Bank, Schools, etc. The sale of recreational cannabis will generate over 1 Million in sales tax to the city over the next 5 years and that is a low estimate. David Murphy thinks this is a good location, no better place with amount of traffic. People will be able to get in and out. Josh Proud says The Dispensary exceeds state requirements and likes how they are involved with the community. Rich Kummerer would like the medical and recreational cannabis to stay together in one location and believes 1000 feet from a school is conservative. Kummerer motioned, seconded by Murphy to approve rezoning The Dispensary/Dan Dolan property for the sale of recreational cannabis. Roll call vote (5 yes, 2 absent).

Approve ordinance on carports, brought to zoning boards attention when Corey Council asked the city ordinance on carports in Fulton. Corey Council will be selling carports to citizens of Fulton and the surrounding area. Corey appreciates being able to use the same color as the residence but not same material. Murphy motioned, seconded by Brewer to approve ordinance for car ports. Roll call vote (5 yes, 2 absent).

Approve Industrial Park as the only place in the City of Fulton to grow/cultivate recreational cannabis. Brewer motioned, seconded by North to approve Industrial Park as the only place in the City of Fulton to grow/cultivate recreational cannabis. Roll call vote (5 yes, 2 absent).

Murphy motioned, seconded by North to send items to the City Council for approval; approval on zoning for recreational cannabis sales, Industrial Park as only place to grow/cultivate recreational cannabis and ordinance for carports. Roll call vote (5 yes, 2 absent).

Murphy motioned, seconded by Brewer to adjourn. With voice agreement the Zoning Board adjourned at 7:14 PM.
