Chairman Rich Kummerer called the meeting to order at 6:28 PM and directed the City Clerk to call the roll. On roll call David Murphy, Jason Brewer, Rich Kummerer, Josh Proud and Linda North. Brad Huizenga was absent. Also present Dale Sikkema.


The pledge of allegiance was recited.


No comments from the public.


Chairman Kummerer asked for approval of last meeting minutes dated October 4, 2018. David Murphy motioned, seconded by Jason Brewer to approve the October 4, 2018 meeting minutes. Roll call vote (5 yes, 1 absent).


Zoning officer Dale Sikkema has been working to update the fence ordinance, highlighted sections that have been added or changed include Section 155.130 Letters C through O. David Murphy asked if the requests must be approved by the Zoning Board. Dale Sikkema said any fence that does not meet the ordinance specifications must come to the Zoning Board for approval. Wanting to make changes to Letter I, specifies non-reflective material, what is the definition of non-reflective. Rich Kummerer stated fence companies have a limited color section available and all are neutral colors. David Murphy does not believe the whole City Council should have to approve fence color but also not just one person. Josh Proud agrees no one person should be able to approve. In Section 155.130.1 Nonconforming Fences, confirmed if a fence is removed or damaged the new one must be built to code. Zoning Officer Dale Sikkema will make the necessary changes to the fence ordinance and bring back to the zoning board at the next meeting.


Reviewed changes to Section 155.058 Accessory Building. No questions on changes made. David Murphy motioned, seconded by Jason Brewer to approve changes made to Section 155.058 Accessory Building. Roll call vote (5 yes, 1 absent).


Discussion to add parking section to the building code for single family and multifamily districts. Handout provided of addition to parking section, 155.059 Outdoor storage and parking of recreational vehicles (RV’s), trailer and boats. Currently there is no city code restricting parking in yard and a limit of 72 hours on the street. Zoning board agrees with sections C & D but need time to review sections A & B before making a decision. David Murphy believe parts of the code are really restrictive, having a hard time telling someone what they can do on their personal property. Would be interested in adding a time restriction on how long something can be parked on personal property. Take time to review and then discuss at the next zoning board meeting.


Request to change zoning districts for an area on 16th Place from 9th to 11th Street. Also looking at current Unity Christian lot on 11th Ave, would also need to be rezoned. Individual has proposed putting up triplexes on the property purchased. From the conversation Dale Sikkema believes these will be similar to townhouses, did not confirm if single or two story. Just letting board know this may be something presented in the near future.


With no further discussion David Murphy motioned, seconded by Linda North to adjourn. With voice agreement the zoning board of appeals adjourned at 7:16 PM.
